ASSISTANCE TO FAMILIES OF MARTYRED SOLDIERS

The details of security personnel of Army, CAPFs and Jammu and Kashmir Police including Special Police Officers (SPOs) who were killed in encounters during the last five years are as under:

The details of admissible benefits given to the families/Next of Kin (NoK) of CAPFs, Army personnel and Jammu and Kashmir Police including SPOs are at Annexure-I, Annexure-II and Annexure-III respectively.
The Government has a policy of zero tolerance against terrorism. The approach of the Government is to dismantle the terror eco-system. Security measures are being strengthened to sustain peace and stability in J&K. The strategies adopted and actions taken for making Jammu and Kashmir free from terrorist activities include:
- Round-the-clock nakas at strategic points.
- Group security in the form of static guards.
- Intensified Cordon and Search Operations (CASO) to effectively deal with the challenges posed by terrorist organizations.
- Sharing of intelligence inputs on a real-time basis, amongst all Security Forces, operating in Jammu and Kashmir.
- Day & night area domination.
- Security arrangements through appropriate deployment.
- Preventive operations involve identifying the strategic supporters of terrorism and initiating investigations to expose their mechanism of aiding and abetting terrorism.
- Identification of vulnerable spots to prevent terrorist attacks on civilians. Besides, sensitizing men on the ground about the issue and initiation of measures to defeat the machination of terrorists or their mentors.
The benefit provided to families/ Next of Kin (NoK) of Central Armed Police Forces (CAPFs) personnel who sacrifice their lives in the course of duty:-
- Central Ex-gratia: The Central ex-gratia lump-sum compensation from Rs. 25 to 45 lakhs.
- Extra Ordinary Pension: The NoK of the deceased are entitled to get Liberalized Family Pension under Central Civil Service (Extra Ordinary Pension) Rules, 2023.
- Service Benefits: All other service benefits viz. Death-cum-Retirement Gratuity (DCRG), Leave Encashment, Central Government Employees Group Insurance Scheme (CGEGIS), General Provident Fund (GPF) etc. are admissible.
- Force Level Welfare Schemes: Ex-gratia and other type of financial assistance from Risk/Welfare/Benevolent Fund of the Force concerned in accordance with the norms of the Fund.
- Funds from ‘Bharat Ke Veer’: Public contribution up to Rs. 15 lakh by uploading names of such personnel on ‘Bharat ke Veer’ online portal. Additional financial assistance of Rs. 10 lakh to parents of married deceased personnel from ‘Bharat ke Veer’ Corpus.
- ‘Operational Casualty Certificate’: Issuance of ‘Operational Casualty Certificate’ entitling NOKs to certain benefits viz., Air and Rail travel fare concession and allotment of retail petroleum outlet.
- Prime Minister Scholarship Scheme (PMSS): Scholarship under Prime Minister Scholarship Scheme (PMSS) @ Rs. 3,000/- per month for girls and @ Rs. 2,500/- per month for boys.
- Provision of Ex-gratia compensation by the States/UTs: Many States/Union Territories have also made provision to pay compensation/assistance to NoKs as per their rules.
- Insurance coverage under CAPF Salary Package Scheme and quota for wards for admission to MBBS and BDS Courses.
- Compassionate appointment as per eligibility and qualification of NoK
The benefit provided to families/Next of Kin (NoK) of Army personnel (fatal battle casualties)
- Ex-gratia lump sum compensation from Central Government:-
- Death occurring due to accidents in the course of duties – Rs.25.00 lakhs.
- Death in the course of duties attributable to acts of violence by terrorists, etc. – Rs.25.00 lakhs
- Death occurring during enemy action in war or border skirmishes or in action against militant terrorist, etc. – Rs.35.00 lakhs
- Death occurring while on duty in the specified high altitude, inaccessible border posts etc. or account of natural disasters, extreme weather conditions – Rs.35.00 lakhs
- Death occurring during enemy action in international war or such war like engagement specifically notified – Rs.45.00 lakhs
- Additional Ex-gratia for Battle Casualties (BCs) from Armed Forces Battle Casualties Welfare Fund Rs. 8.00 lakhs.
- Details of other monetary benefits entitled to Next for Kin (NoK) of Battle Casualty:
- Liberalized family pension as applicable to Battle Casualty that is equal to emoluments last drawn by the deceased individual.
- Death-cum-Retirement Gratuity (DCRG) that is based on length of service rendered and emoluments last drawn by the deceased individual – Maximum Rs. 20 lakhs.
- Army Group Insurance Fund:-
- Officers – Rs. 1 Crore
- JCO/Ors – Rs. 50.00 lakhs
- Army Group Insurance Maturity that is based on the contribution made by the deceased Army Personnel.
- Armed Forces Personnel Provident Fund that is based on the contribution made by the deceased Army personnel.
- Army Wives Welfare Association Fund:-
- Officers – Rs. 30,000/-
- JCO/Ors – Rs. 30,000/-
- Death Link Insurance Scheme – Rs.60,000/-
- Other Benefits:-
- Education Entitlement Card
- Air /Rail Travel Concession Card
- Telephone Concession
- Compassionate appointment as per eligibility and qualification of NoK
