BEGGARY PREVENTION AND REHABILITATION PROGRAMME/ SCHEME

Ministry has launched an umbrella scheme “SMILE - Support for Marginalized Individuals for Livelihood and Enterprises”, which includes sub-scheme - ‘Central Sector Scheme for Comprehensive Rehabilitation of persons engaged in the act of Begging’ on 12.02.2022.
On the occasion of 75th anniversary of Independence, Ministry identified 75 Municipal Corporations/Municipalities as SMILE-75 initiative to implement in 1st phase. List of 75 Municipal Corporations/Municipalities is provided at Annexure-I.
However, implementation of the scheme is currently under consideration since Ministry is having several consultations with other Ministries/Departments, States/UTs to have an enhanced convergence approach for effective implementation of the scheme. The implementation will begin in FY 2023-24.
A total of Rs. 100.00 crore budget has been proposed for five years i.e. from FY 2021-22 to 2025-26 for implementing the sub-scheme with the support of State Governments /Local Urban Bodies, Voluntary /Non-Government Organizations and others institutions.
So far, expenditure of Rs.0.26 Crore has been incurred as admin cost towards familiarizing the scheme via, events, IEC and media campaign.
