Performance of Pradhan Mantri Awaas Yojana – Gramin

In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities. During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected which retarded the pace of construction of PMAY-G houses. Besides, the delays are also due to delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs, at times General/Assembly/Panchayat elections, and unavailability of building materials. Therefore, on the requests of the States/UTs, the timeline for completion of PMAY-G has been extended from March, 2022 to March, 2024.
Against the mandated target of construction of 2.95 crore houses under PMAY-G, the Ministry has allocated a target of 2.94 crore houses to the States/UTs. Of these, the States/UTs have sanctioned 2.85 crore houses to the beneficiaries and 2.22 crore houses have already been completed till 24.03.2023. The State-wise details of Targets allocated, houses sanctioned and houses constructed are given in Annexure. The religion-wise data is not maintained by the Ministry.
Under PMAY-G, people are not required to register to get benefits. Instead, the beneficiaries under PMAY-G are identified on the basis of housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011. The overall target of 2.95 crore was arrived at on that basis. The auto generated priority list of households from SECC, 2011 database was provided to the States/Union Territories for conducting verification by Gram Sabhas followed by an appellate process. The number of eligible beneficiaries thus made available through SECC database currently stands at 2.08 crore (approx.). Thereafter, the Government conducted Awaas+ survey to identify those beneficiaries which claimed to have been left out under the 2011 SECC and thus prepared an additional list of potential beneficiaries. In order to fill the gap between overall target of PMAY-G and beneficiaries available through SECC 2011, Awaas+ data is being utilized. A target of 87 lakh (approx.) houses has been allocated to the States/UTs from Awaas+ list.
