Fourth Regional Workshop on PM GatiShakti concluded Today
Eight States Participated in the Workshop for North Eastern Region

The two-day regional workshop on PM GatiShakti National Master Plan organized by Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, concluded here today. Eight States from the NE Region, participated in the fourth regional workshop. More than 140 Officials from Central Ministries, States/UTs and industry players participated in the workshop.
In the spirit of cooperative federalism, these workshops are facilitating wider adoption of the PM GatiShakti National Master Plan and National Logistics Policy across States/UTs. These workshops bring more vigor and build synergy among different stakeholders resulting in mutual learning among States/UTs and Central Ministries/Departments.
The First Regional Workshop for Central and Western Zone was organized on 20th February 2023 in Goa. The second regional workshop with Nine States/UTs of Southern region was organized on 10th & 11th March 2023 in Kochi. The Third Regional workshop with eight States/UTs of Northern region was held in Srinagar on 17th and 18th March 2023. The fourth regional workshop was held in Guwahati on 24-25th March. With this more than 30 States/UTs have been covered in interactive workshops. The fifth regional workshop is planned in early April 2023.
Theme for day one of the workshop was PM GatiShakti National Master Plan and day two was National Logistics Policy.
Day One: PM GatiShakti National Master Plan
PM GatiShakti National Master Plan (NMP) is a transformative approach that enables integrated planning and synchronised implementation for multimodal and last mile connectivity across the country. It was launched by the Hon’ble PM on 13th October 2021 with a vision to break Departmental silos in Government and institutionalize holistic planning for stakeholders across major infrastructure projects.
So far, 45 Network Planning Group meetings held at Central level, wherein in 72 major infrastructure projects (MoR-27, MoRTH-25, MoPNG-4, NICDC- 5, MoHUA-8, MoPSW- 2) worth around Rs 5.08 lakh crores, have been evaluated. Also 156 critical infrastructure gaps to ports and for movement of bulk commodities such as coal, cement, fertilizers and foodgrains, have been identified for intervention.
Demonstration of best use cases of PM GatiShakti NMP were made by Central Ministries. Experiences, best practices and adoption at State level was shared by the 8 participating States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura,).
States reported significant progress in terms of readiness of their individual platforms, development of applications and decision support tools. North Eastern States, have showcased the good work already done such as Arunachal Pradesh, has integrated planning of proposed 60 villages under the Vibrant Village Program. Assam has developed a mobile app for soil conservation in the region. Manipur has undertaken a feasibility study of Industrial Park at Bishnupur District. Meghalaya has developed a mobile mapping tool for mapping of Electric Poles, Water Supply Pipelines, and Distribution Transformers. They are also under process of evaluating a proposed road project from Anogre to Raksamgre via Jangrapara. Nagaland has Proposed development of Logistic Infrastructure around the Nagaland Express Highway covering 7 (seven) Border Districts. Sikkim has taken up work on the State Master Plan on a pilot basis in Gangtok and Pakyong Districts.
Using PM GatiShakti NMP, 11 terminals are being developed under Inland Waterway Authority of India, major one being Dhubri, Jogighoba, Pandu and Sadiya. These will enable transportation of cargo to Bangladesh and N-E states through waterways. This will bring down logistics cost and enable modal shift in freight movement from roads to waterways.
Case studies such as (i) multimodal connectivity to Multimodal Logistics Park at Jogighopa (Assam) and (ii) construction of four-lane bridge over River Brahmaputra between Dhubri (Assam) and Phulbari (Meghalaya) that will reduce travel time and make logistics more efficient, were discussed as well.
Day One workshop concluded on 24 March 2023 with the following remarks from Ms Sumita Dawra, Special Secretary, Logistics, DPIIT, Govt. of India requesting the States/UTs on the following:
- Use NMP/SMP for planning all upcoming infrastructure projects;
- Improve data mapping and authenticity of data on the data layers mapped on SMP;
- Focus on development of economic centres in the North East through appropriate infrastructure and logistics development;
- Strengthen the North East corridor through adequate multimodal connectivity to economic centres, gateway ports, etc.
- Identify critical infrastructure gaps and ensure they are taken up for connectivity projects.
Day Two: National Logistics Policy
Logistics is about development of both infrastructure and services related to logistics. Therefore, to complement the PM GatiShakti NMP, the National Logistics Policy (NLP) was launched to address the components of improving efficiency in logistics services and human resource through streamlining processes, regulatory framework, skill development, mainstreaming logistics in higher education and adoption of suitable technologies.
The National Logistics Policy lays down an overarching interdisciplinary, cross-sectoral and multi-jurisdictional framework for the logistics sector and provides a comprehensive policy framework for all sub-sectors in the logistics ecosystem that are critical for efficient logistics.
Broad targets of the NLP are to: (i) Reduce cost of logistics in India to be comparable to global benchmarks by 2030.; (ii) improve the Logistics Performance Index ranking - endeavor is to be among top 25 countries by 2030, and (iii) create data driven decision support mechanism for an efficient logistics ecosystem.
State Engagement: to bring a holistic focus on Logistics at State level, State/UT logistics policy has been notified by 19 States/UTs. Development of Logistics Ease Across Different State (LEADS) 2023-24 report has also commenced which has the objective of analyzing the logistics ecosystem of various States/UTs as per a framework, and rank States/UTs on logistics ease.
During Day two of the workshop, States including Assam, Manipur, Mizoram, and Tripura were made on their respective State Logistics Policies.
Assam Logistics & Warehousing Policy, 2022 aims at remodeling of the State into regional Logistics Hub via developing state-of-the-art Logistics infrastructure by incentivizing private investments, encouraging sustainability and climate resilience in the region, besides wider inclusive participation in economic activities. This policy will enable employment opportunities for approximately 15,000 people in Logistics Sector.
Manipur Integrated Logistics Policy, 2022 featured enhancing Ease of Doing Business by trade facilitation through active stakeholder involvement and structures inside Industrial Estates such as Logistics Park and sufficient warehousing facilities.
Mizoram State Logistics Policy 2022 lays down the logistics development road map in three phases, incorporating, local connectivity of various economic zones and formation of Regulatory framework, development of integrated logistics information system, and connection to global logistics network in border points respectively.
Tripura State Logistics Policy lays down a roadmap for creation of aggregation hubs as a center for storage of perishable and non-perishable commodities, development of truck terminals and driver resting facilities, focusing on the thrust sectors like tea, rubber, agro and allied products, healthcare & education, skill development and EV architecture, fiscal incentives.
The workshop concluded with the following remarks from Ms Sumita Dawra, Special Secretary, Logistics, DPIIT, Govt. of India requesting the States/UTs on the following:
- Undertake interventions in following action areas that encompass the logistics ecosystem:
- Conduct inter-department meetings to create awareness on PM GatiShakti principles and efficient logistics ecosystem.
- Interact with investors/regional business associations to understand the interventions needed for both infrastructure and logistics.
- Human Resources Development, Skilling & Capacity Building in logistics – focus courses on logistics and supply chain to be integrated in course curriculum of Universities.
- Development of Logistics Parks integrated with facilitating development of warehouses, integrated check posts, land custom stations, temperature controlled facilities to be in the policy framework.
- Cluster-based area approach to developing economic centres in the North East, strengthening the North East corridor may be strengthened by leveraging inland waterways connectivity.
- Attracting private investments in logistics related infrastructure.
- Resiliency/development of all-weather roads to be prioritised.
- States to consider giving ‘industry’ status to Logistics, to facilitate easy financial access on concessional terms.
Special appreciation was expressed for technical support by BISAG-N, for the tremendous work of mapping GIS-data layers of economic and social infra on the NMP across the country, tool and app development and trainings given to States/UTs.
