Department of Animal Husbandry and Dairying implements Rashtriya Gokul Mission for development and conservation of indigenous bovine breeds and genetic upgradation of bovine population
Under Rashtriya Gokul Mission several significant facilities are made available

Department of Animal Husbandry and Dairying is implementing Rashtriya Gokul Mission for development and conservation of indigenous bovine breeds and genetic upgradation of bovine population since December 2014. The scheme is continued under revised and realigned schemes of the Department from 2021-22 to 2025-26 with an allocation of Rs.2400 crore. Following facilities are made available to farmers under Rashtriya Gokul Mission:
- Implementation of Nationwide Artificial Insemination Programme to extend Artificial insemination coverage in the districts with less than 50% coverage. Under the component Artificial insemination services with semen of high genetic merit bulls is made available free of cost at the farmers door step
- Implementation of Accelerated breed improvement programme using bovine In-Vitro Fertilization Technology (IVF) for faster genetic upgradation of bovines. Under the component subsidy at the rate of Rs 5000 per assured pregnancy is made available to farmers participating under the programme.
- Accelerated breed Improvement programme using sex sorted semen for production of female calves with more than 90% accuracy. Under the component subsidy of Rs 750 or 50% of the cost of sex sorted semen on assured pregnancy is made available to farmers.
- Establishment of breed multiplication farm for development of entrepreneurship and to make available disease free heifers. Under the component 50% capital subsidy is available for eligible entrepreneurs Viz. individual/ Self Help Groups/FarmersCooperative Organizations/Farmers Producers Organizations/Joint Liability Groups and section 8 companies. Entrepreneurs assisted under establishment of breed multiplication farm are also eligible for 3% interest subvention under Animal Husbandry Infrastructure Development Fund.
- For delivery of quality artificial insemination services and veterinary first aid at farmers doorstep educated rural youth are inducted as Multi Purpose Artificial Insemination Technicians in Rural India (MAITRIs). MAITRIs are given basic training at accredited AI training institutes and given AI equipments/ kit under Rashtriya Gokul Mission.
Comprehensive project proposals submitted by implementing agencies namely State Livestock Development Boards, State Milk Federations, Central Agricultural Universities, ICAR Institutes, National Dairy Development Board and Government Veterinary Universitiesare considered for assistance under Rashtriya Gokul Mission. Eligible beneficiaries (individual)/ Self Help Groups/Farmers Cooperative Organizations/Farmers Producers Organizations/Joint Liability Groups and section 8 companies) have to submit their proposals online on portal https://eoi.nddb.coop for participation under the component of establishment of breed multiplication farm.
The small holder based Manure Management Model established by National Dairy Development Board (NDDB) has been included as one of the solid waste management models for implementation across the country including in areas covered under Rashtriya Gokul Mission under Gobardhan scheme of Department of Drinking Water and Sanitation (DDWS), Ministry of Jal Shakti, Government of India. In addition the Department of Animal Husbandry and Dairying is supporting Animal waste to Wealth Management component under Animal Husbandry Infrastructure Development Fund (AHIDF) and 3% interest subvention is made available to eligible entities for establishment of Animal Waste Management units like production of PROM, Bio CNG and infrastructure development for cow dung/cow urine processing units. To take forward the manure management initiative in a focussed manner and for scaling up across the country, National Dairy Development Board was allowed to establish a fully owned subsidiary named NDDB MRIDA Ltd. The company promotes biogas along with efficient utilisation of slurry across the country.
