Department of AHD policy interventions to incentivize dairy farming

Department of Animal Husbandry & Dairying has undertaken following policy  interventions for incentivising dairy farming in the country:

  1. Rashtriya Gokul Mission is being implemented for development and conservation of indigenous bovine breeds since December 2014. The scheme is important for enhancing milk production and productivity of bovines to meet growing demand of milk and making dairying more remunerative to the rural farmers of the country. The scheme is continued under revised and realigned scheme of the Department from 2021-22 to 2025-26 with an allocation of Rs.2400 crore.
  2. National Programme for Dairy Development scheme is being implemented since 2014-15 with the objective of creating dairy infrastructure for procurement, processing and marketing of milk and milk products in cooperative dairy sector. The scheme helps in improving economic condition of dairy farmer-members enrolled under dairy cooperatives in the country. The scheme is continued under revised and realigned scheme of the Department from 2021-22 to 2025-26.
  3. Dairy Processing and Infrastructure Development Fund (DIDF)- This scheme is being implemented with the objective of Creation/ strengthening of Milk Processing, Value addition & chilling facilities. Under the scheme, NABARD raises the fund from market and disburse loan to dairy cooperatives with 2.5% interest subvention through National Dairy Development Board and National Cooperative Development Corporation (NCDC). Department of Animal Husbandry and Dairying provides 2.5% interest subvention to National Bank for Agriculture and Rural Development (NABARD).
  4. National Livestock Mission is focusing on improved availability of quality feed and fodderand risk coverage of livestock including dairy animals. The scheme also focuses on entrepreneurship Development fodder sector.
  5. Livestock Health and Disease Control (LH & DC) is being implemented for providing assistance for control of animal diseases like Foot and Mouth Disease, Brucellosis and also to provide assistance to State Governments for Control of other infectious diseases of livestock. Mobile Veterinary Units are also being established under the scheme to deliver quality livestock health services at farmers doorstep.
  6. Under the scheme Support to State Dairy Cooperative & Farmers Producers Organization (SDCFPO), one time support in the form of Interest subvention on working capital loans has been introduced from the financial year 2020-21 in order to incentivise dairy cooperatives and farmers engaged in dairying.
  7. Government of India is implementing Animal Husbandry Infrastructure Development Fund (AHIDF) worth Rs. 15000 crore to facilitate incentivisation of investments in establishment of dairy processing and value addition infrastructure in addition to other components of the scheme.
  8. Kisan Credit Card (KCC) –For the first time,Government of India has extended KCC facility to Animal Husbandry and Fisheries farmers for their working capital requirement wherein farmers either individual or joint borrower, Joint Liability Groups or Self Help Groups including tenant farmers having owned/rented/leased sheds are eligible for getting benefitsunder the scheme.
