Spending by Ministries in North East

As per the extant guidelines, all 54 non-exempted Central Ministries/Departments, are mandated to spend atleast 10% of their Gross Budgetary Support (GBS) for Central Sector and Centrally Sponsored Schemes in North Eastern Region (NER). The details of the Budget Estimates (BE), Revised Estimates (RE) and Actual Expenditure during the period from 2014-15 to 2021-22 in relation to expenditure of 10% of their Gross Budgetary Support(GBS)in the North Eastern States is given in Table 1 below.

The details of Ministry-wise allocation and expenditure under 10% GBS during the last three years is given at Annexure-I.
The steps being taken to ensure that all Ministries spend the mandatory 10% of their GBS in the North Eastern Region inter alia include review meetings at the level of Minister, Ministry of Development of North Eastern Region (MDoNER) with Central Ministries and State Governments,Quarterly review meetings at the level of Secretary, MDoNER with non-exempted Ministries and Departments, Inter-Ministerial meetings to review progress from time to time, review meetings by Ministries and Departments themselves, review with NER States to address bottlenecks in project implementation, payment through Public Financial Management System (PFMS), etc.
