A State Level Meeting was organized on 11th December, 2021 in Goa under the chairmanship of Union Minister for Fisheries, Animal Husbandry and Dairying for awareness creation about revised and realigned livestock schemes of the Union Government with the presence of Chief Minister of Goa. The meeting was attended by Joint Secretary (DAHD), GoI, Joint Secretary (Fisheries), GoI, State Secretaries and Directors of Animal Husbandry & Fisheries, Govt. of Goa and other dignitaries.
Union Minister for Fisheries, Animal Husbandry and Dairying highlighted about various changes brought under the schemes of Government of India and emphasized thorough implementation of the revised and realigned schemes of the Department. He underscored that State is the key stakeholder for implementation of the schemes.
Hon’ble Union Minister informed that as per the recent Cabinet decision, the National Livestock Mission and Rashtriya Gokul Mission schemes now have components of breeder farm entrepreneurs and fodder entrepreneurs. Under RGM, for breed multiplication farms for production and supply of high genetic merit heifers to farmers, 50% capital subsidy will be made available to entrepreneurs directly. National Livestock Mission (NLM) will help in creating rural Entrepreneurship and also in creating better livelihood opportunity for unemployed youth and livestock farmers in the Cattle, Dairy, poultry, sheep, goat, piggery, feed and fodder sector paving the way towards Atma Nirbhar Bharat.
The realigned National Programme for Dairy Development (NPDD) emphasizes on milk procurement, processing, marketing and quality of milk and milk products and Livestock Health and Disease Control with the aim to reduce risk to animal health by prophylactic vaccination against diseases of livestock and poultry, capacity building of veterinary services, disease surveillance and strengthening veterinary infrastructure.
During the meeting, success Stories on Livestock farmers were shown to all participants and live demonstration on NLM/AHIDF portal was conducted.
The portal for National Livestock Mission (NLM) and Animal Husbandry Infra Development Fund (AHIDF) will ensure end to end digitization, ease application process and increase the effectiveness and transparency in the scheme implementation.
Union Minister discussed various emerging issues in the livestock sector with State officials and interacted with Entrepreneurs/Stakeholders/Farmers/State AHD officials/ICAR Scientists/ representatives from Dairy Federations.
Union Minister stressed that the Blue Revolution in India demonstrated importance of Fisheries and Aquaculture sector. The sector is considered as a sunrise sector and is poised to play a significant role in the Indian economy. PMMSY marks the highest ever investment in the fisheries sector, to be implemented over a period of five years from FY 2020-21 to FY 2024-25 in all States/Union Territories in order to drive the sustainable and responsible development of the Fisheries sector while ensuring socio-economic development of the fishers, fish farmers and fish workers. He also underscored to boost the marine capture fisheries and making it commercially viable.
In the press conference that followed, the Minister announced that two mobile veterinary treatment vans/ambulances for cattle will be started in Goa soon. One mobile van each will be started in the two districts of Goa. Shri Rupala said, ‘Prime Minister Shri Narendra Modi has made an attempt to bring technology to the homes of cattle-breeders. As part of the plan, mobile ambulance facilities for cattle are being started across the country. A modern fish-market will be built in Madgaon. He added that the Central Government has approved a budget of ₹ 38 crores for the market, which will a model for other states as well.
Shri Rupala reviewed various genetic improvement projects for cattle and other ongoing projects of Indian Council of Agricultural Research. He said, ‘I had the opportunity to interact with the farmers and they apprised me about the problems they are facing.’ ‘I held detailed discussions with CM Shri Pramod Sawant for the speedy rectification of farmer's issues,’ he added.
Appreciating the efforts by the Goa government, Shri Rupala said this will definitely give boost to the Livestock Sector and the farming community in the state adding that Goa will self-sufficient in dairy, fisheries and meat-production soon. He said both Central Government and State government will provide full-fledged support to entrepreneurs and help fishermen, farmers.
The Goa State Animal Husbandry Department has formulated “Animal Health & Welfare Policy” and has notified the same. As Animal Husbandry Department plays a major role in providing veterinary health care and improving the genetic production potentialities of livestock and poultry reared in the State, the Department has implemented 22 Nos. of various beneficiary-oriented state schemes for the economic upliftment and welfare of the poor, downtrodden and weaker sections of the society wherein subsidy ranges from 70% to 90% are been released to Farmers/NGO’s. The Department has also notified District Society for prevention for cruelty to animals for both Districts.
The Department has also formulated the “Disaster Management Plan” to undertake relief measures and to prepare and plan for Management during the Pre and Post Disasters. A scheme captioned “disaster Management Scheme” has also been formulated and implemented by the Animal Husbandry Department to provide compensation for the losses/damage incurred during any such disasters.
Through the “Short Scheme for Mission Rabies” it has been possible to control the rabies disease in the state in collaboration with NGO i.e., Mission Rabies. The Goa State has been declared as the first rabies-controlled area in the Country.
Besides above state schemes, there are 14 Nos. of Centrally Sector/ Sponsored schemes implemented in the State of Goa. The State is successfully implementing FMD & Brucella Vaccination in the State and till date 65,012 number of animals have been tagged and vaccinated under INAPH. (Information Network Animal Productivity and Health). It is also proposed to implement 24 x 7 emergency Services in line with 108 in the state of Goa during the next financial year 2022-23.
