Government to initiate action based on recommendations of the Sathyam Enquiry Committee Report on NCERT

Committee recommends action in respect of 101 complaints
The Ministry of Human Resource Development is now examining the recommendations of the Sathyam Enquiry Committee Report and action would soon be initiated based on the recommendations of the Report. Shri, S. Sathyam, a retired Secretary to the Government of India was asked to conduct the enquiry in respect of various complaints received against Prof. J. S. Rajput, former Director, NCERT; the functioning of the NCERT and the preliminary enquiry conducted by Secretary, Elementary Education, Smt. Kumud Bansal. The Report runs into four volumes of nearly one thousand pages and contains documentary proof of all the findings.

The Committee has recommended action in respect of 101 complaints. The nature of complaints broadly fell into various categories e.g., nepotism, irregular appointments, favouritism, double standards, vindictiveness, authoritarian style of administration, ruthlessness, arbitrariness, recklessness, subterfuge, reign of terror etc. In particular, the Committee has established that the National Curriculum Framework Review- 2000 was carried out without following the correct procedures and when it was released, it had neither the concurrence of the Executive Committee nor the Governing Council of the NCERT. It was also not placed before the Central Advisory Board of Education (CABE).

The Committee was not asked to look into the academic side of communalization of textbooks, an issue which is being dealt with by the National Curriculum Framework Review in the NCERT and also the earlier committee of Historians on the history textbooks which had found serious distortions in the text books.

The Sathyam Committee was asked to probe specific complaints leveled against the personnel of the NCERT. Its terms of reference also included probe into administrative lapses, financial irregularities committed in the functioning of the NCERT. It was asked to review the structures and the systems and recommend modifications bearing in mind the basic principles for governance enunciated and the solemn pledge made in the NCMP.
