Improvement of Brihan Mumbai Storm Water Drainage Project in Mumbai
The Cabinet Committee on Economic Affairs today gave its approval on the following:
(i) Improvement of Storm Water Drainage System (BRIMSTOWAD) in Mumbai as technically approved by Central Public Health & Environmental Engineering Organization (CPHEEO, technical wing of Ministry of Urban Development) at an estimated cost of Rs.1200.53 crore;
(ii) Release of Central Assistance as a grant to the extent of Rs.1200.53 crore only (including 3% contingencies) to the Government of Maharashtra for implementation of the project by Municipal Corporation of Greater Mumbai (MCGM);
(iii) Cost escalations, if any, will be borne by Government of Maharashtra / MCGM;
(iv) Cost of operations & maintenance and rehabilitation and relief of project affected families shall be borne by State Government itself;
(v) The Project shall be jointly monitored by the Centre and State Government to ensure timely completion and that there are no cost over runs.
After the completion of the Project, augmentation of the Storm Water Drainage system for higher rainfall intensity with higher runoff coefficient will reduce the incidence of flooding in Mumbai, which in turn will benefit Mumbaikars and save losses of Rs.1550 crore per year. It will also help in enhancing the image of Mumbai as a world class city.
The Project will be operationalised within 4 years.
Mumbai city has at present Gravity Storm Water system consisting of network of drains below road level in city area and open drains in the both eastern and Western suburbs. Storm Water drainage system in the city is more than 150 years old and is designed for rainfall of 25 mm per hour and a run off coefficient of 0.5. Improvement of the Storm Water Drainage system for higher rainfall intensity reaching up to 100 mm per hour with a higher run-off coefficient of 1, will reduce the incidence of flooding in the Mumbai.
