Support For Second Hand Vehicle Market

The Government has issued a Notification G.S.R. 901(E) on 22.12.2022 to promote ease of doing business and transparency in the sale and purchase of registered vehicles through dealers. These rules will aid in recognizing and empowering intermediaries / dealers of registered vehicles as well as provide adequate safeguards against fraudulent activities in the selling or purchasing of such vehicles.

The following incentives are provided to citizens for scrapping of their vehicles:-

    1. GSR Notification 714 (E) dated 04.10.2021 provides that in case the vehicle is registered on submission of „Certificate of Deposit„, the fee for issue of certificate of registration shall not be levied.
    1. GSR Notification 720 (E) dated 05.10.2021 provides for concession in the motor vehicle tax (upto twenty five per cent, in case of non-transport vehicles and upto fifteen per cent, in case of transport vehicles) for the vehicle registered against submission of "Certificate of Deposit". Provided that this concession shall be available upto eight years, in case of transport vehicles, and upto fifteen years, in case of non-transport vehicles.

No specific policy is made for distributing compensation for any particular project. General policy/ rules have been framed for distributing compensation to the beneficiaries whose land is acquired under the National Highways Act, 1956. As per the provisions of NH Act, 1956, Under Section 3H (1) of NH Act, 1956, “The amount determined under section 3G shall be deposited by the Central Government in such manner as may be laid down by rules made in this behalf by that Government, with the competent authority before taking possession of the land.”.

In this regard, Government has also issued National Highways (manner of depositing the amount by the Central Government; making requisite funds available to the competent authority for acquisition of land) Rules, 2019 vide G.S.R. 39(E) dated 18.01.2019.
