Government of India is committed to accord high priority to water conservation and its management.  To this effect, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated with the vision of extending the coverage of irrigation “Har Khet Ko Pani” and improving water use efficiency “More Crop Per Drop” in a focused manner with end to end solution on source creation, distribution, management field application and extension activities.

            Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc.  The components of PMKSY are as under:-

1. Accelerated Irrigation Benefit Programme (AIBP) being implemented by Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD&GR). 
2. Har Khet Ko Pani (HKKP) being implemented by Department of Water Resources, RD & GR.
3. Watershed Development Component (WDC-PMKSY) being implemented by Department of Land Resources.
4. Per Drop More Crop (PDMC) being implemented by Department of Agriculture & Farmers’ Welfare.

             The PMKSY-AIBP focuses on faster completion of ongoing Major and Medium Irrigation projects prioritized during 2016-17 for expeditious completion along with their Command Area Development and Water Management (CADWM) works. The State wise achievements made under the AIBP and CADWM since its launch and Central Assistance released during the last two years and current year so far, is given at Annexure-I & II respectively.

In the State of Tamil Nadu, one project viz. Flood Carrier Canal from Kannadian Channel to drought prone areas of Sathankulam, Thisayanvilai by interlinking Tamiraparani, Karumeniyar and Nambiyar rivers has been included under PMKSY-AIBP during 2021-22 after approval of continuation of PMKSY. The project is nearing its completion.

PMKSY– Har Khet Ko Pani-Ground Water Irrigation scheme aims for assured ground water irrigation to small and marginal farmers by construction of wells and tubewells to reduce the dependence on rainwater. So far 13 projects have been implemented in 10 States, namely, Assam, Arunachal Pradesh, Gujarat, Nagaland, Manipur, Mizoram, Tripura, Tamil Nadu, Uttar Pradesh, Uttarakhand. The details of the achievements made under the scheme since its start of implementation in 2019-20 and the Central Assistance released during the last two years and current year so far, is given at Annexure-III.

The schemes of Surface Minor Irrigation (SMI) and Repair, Renovation & Restoration (RRR) of Water Bodies are under the HKKP component of PMKSY being implemented by DoWR,RD&GR. The details of the achievements made under these schemes including the State of Tamil Nadu since launch of the schemes in 2015-16 and the Central Assistance released during the last two years and current year so far, are given at Annexure-I

            Watershed Development Component (WDC-PMKSY) is being implemented by Department of Land Resources. The activities undertaken inter alia, include ridge area treatment, drainage line treatment, soil and moisture conservation, rainwater harvesting, nursery raising, pasture development, livelihoods for asset less persons etc. The details of the achievements made under the PMKSY-WDC-1.0 and PMKSY-WDC-2.0 including Tamil Nadu since its implementation in 2019-20 and the Central Assistance released during the last two years and current year, so far are given at the Annexure-V-A and V-B respectively.

            Per Drop More Crop (PDMC):  During 2015-16 to 2021-22, PDMC was implemented as a component of PMKSY.

From 2022-23, PDMC is being implemented by Department of Agriculture & Farmers Welfare as a component of Rashtriya Krishi Vikas Yojana (RKVY).  PDMC focuses on enhancing water use efficiency at farm level through Micro Irrigation, namely, Drip and Sprinkler irrigation systems. The details of the achievements made under the programme including Tamil Nadu during 2015-16 to 2021-22 and the Central Assistance released during the year 2021-22 (under PMKSY) is given at Annexure-VI.  The achievements of PDMC and central assistant released under RKVY during 2022-23 and current year so far,are given at Annexure-VII.

3. The Government has approved implementation of PMKSY during 2021-22 to 2025-26 with overall outlay of Rs. 93,068.56 crore. The broad details of the works approved for implementation under the scheme during the period are as below:

1. AIBP including CADWM: The scheme proposed for completion of 60 number of ongoing AIBP and 85 number of ongoing CAD&WM major/ medium projects. The DoWR,RD&GR has also been mandated to include more projects for funding under AIBP. In addition, funding of two additional National projects, namely, Lakhwar and Renuka projects, has also been approved. A total of 13.88 lakh hectare irrigation potential has been envisaged to be created during 2021-22 to 2025-26. Further, 30.23 lakh hectare of command area development works have also been planned during this period.
2. PMKSY-HKKP: Completion of ongoing SMI & RRR of water bodies schemes with creation of 3.7 lakh hectare of irrigation potential and taking up new projects to create 0.8 lakh hectare of irrigation potential has been approved during this period.
3. PMKSY-WD: Completion of sanctioned Watershed Development projects covering 50.55 lakh hectare area has been approvedduring this period.
