Beneficiaries under Naya Savera Scheme
The Ministry implemented ‘Naya Savera’ scheme (‘Free Coaching and Allied’ scheme) across the country through empanelled Project Implementing Agencies (PIAs). The scheme has been discontinued w.e.f. 2022-23 as the New Education Policy 2020 does not support coaching programs and aims to reform the existing system of Board and entrance examinations to eliminate the need for coaching classes. The details of funds allocated, utilized and number of students allocated under the scheme during 2020-21 to 2022-23 are as under:

State-wise details of minority students benefited and funds released to the PIAs under the scheme are available on the Ministry’s website at www.minorityaffairs.gov.in. State-wise funds are not allocated under the Scheme.
Coaching programme including verification of infrastructure facilities of the coaching centre under the Scheme were monitored by the State/UT Governments. Further, concurrent monitoring of the scheme at the field level was also conducted through an independent agency. A third party evaluation study of the scheme was also conducted by the Indian Institute of Public Administration (IIPA), New Delhi in 2020. Further, PIAs are required to achieve the prescribed success rate, failing which grants to them reduced proportionally.
Necessary action, as per guidelines and extant rules, is taken as and when any grievance or complaint regarding the implementation of the scheme is received in the Ministry.
