Flood management schemes are formulated and implemented by concerned State Governments as per their priority. The Union Government supplements the efforts of the States by providing technical guidance and also promotional financial assistance for management of floods in critical areas. The Government of India has been making continuous efforts to assist the State Governments in effective flood management. During XI Plan Government of India had launched Flood Management Programme (FMP) for providing Central Assistance to States for works related to flood management and erosion control which continued during XII Plan and thereafter, as a component of "Flood Management and Border Areas Programme" (FMBAP) for the period from 2017-18 to 2020-21 which has been further extended upto September, 2022.

Central Assistance to the tune of Rs. 6686.79 Crores has been provided to States/UTs up to March, 2022 under FMP component of this Programme. The 415 projects completed under the Programme has given reasonable protection to an area of 4.994 million ha and benefited population of 52.21 millions. Under FMBAP no funds are provided to the State Governments for repairing of embankments. However, projects for raising and strengthening of embankments are funded under this programme. Data for year-wise lengths of new embankments built in States/UTs is not maintained centrally.

The Master Plans of Manu and Howrah River was prepared by Brahmaputra Board which was approved by Government of India in the year 1997 and 2003 respectively. Updating of Approved Master Plan of Howrah River in Tripura has been taken up by Brahmaputra Board in March, 2022 and Draft Inception Report has been prepared. The time of completion for carrying out the work of updating of Howra river Master Plan is 18 (eighteen) months.
