Under National Hydrology Project (NHP) Real Time Water Level Monitoring of the Ground Water Stations through Digital Water Level Recorders (DWLRs) and Telemetry systems are being established across the country by State/UT Implementing Agencies as well as Central Ground Water Board (CGWB). 16,642 DWLRs are proposed to be installed under NHP; out of these 4,115 have been installed. State/UT wise list is attached at Annexure I.
Central Ground Water Authority (CGWA) has been constituted under section 3(3) of the Environment (Protection) Act, 1986 for the purpose of regulation and control of ground water development and management in the country. CGWA grants ‘No Objection Certificates’ (NOC) for ground water abstraction in 20 States/UTs through guidelines which are modified from time to time; the latest guidelines in this regard have been issued on 24.09.2020. In other States/UTs, ground water regulation is carried out by themselves as per their extant guidelines/provisions.
The guidelines issued on 24.09.2020 include provisions for levying of penalty/ environmental compensation etc in case of non-compliance of NOC conditions/ illegal extraction of groundwater. Further, concerned District Magistrates/ Deputy Commissioners have also been authorized to initiate action against violation of NOC conditions.
Levying of penalty and environmental compensation etc has recently been introduced in the guidelines dated 24.09.2020. CGWA takes appropriate action in this regard whenever violations of NOC conditions/illegal extractions are noticed. As on date CGWA has levied penalty/environmental compensation on 908 organisations for groundwater overuse.
The Dynamic Ground Water Resources of the country are being periodically assessed jointly by CGWB and State Governments. As per the 2020 assessment, out of 6,965 assessment units (Block/ Taluks/ Mandals/ watersheds/ Firkas) in the country, 1,114 assessment units have been categorized as ‘over-exploited’ where the annual ground water extraction is more than annual extractable ground water resource. State/UT wise details are given at Annexure II.
Central Government generally supports construction of water conservation & rain water harvesting structures in the country through Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Pradhan Mantri Krishi Sinchayee Yojana – Watershed Development Component (PMKSY-WDC). Details of funds released/spent under these schemes in the country in the last three years are given at Annexure III.
Water being a State subject, targeted plan for sustainable management of groundwater including effective rainwater harvesting falls under the ambit of State Governments. However, CGWB is implementing the National Aquifer Mapping and Management (NAQUIM) programme in the country, including in tribal districts, with an aim to facilitate sustainable management of ground water resources. Out of the total geographical area of nearly 33 lakh square km of the country, an area of about 25 lakh square km has been identified to be covered under NAQUIM programme in phases. As on 28 Feb 2022, nearly 19.8 lakh square km area of the country has been covered. The aquifer information and management plans are shared with States/UTs for taking up appropriate interventions.
Master Plan for Artificial Recharge to Groundwater - 2020 has been prepared by CGWB in consultation with States/UTs which is a macro level plan indicating various structures for the different terrain conditions of the country including tribal districts. The Master Plan - 2020 envisages construction of about 1.42 crore rain water harvesting and artificial recharge structures in the country to harness 185 Billion Cubic Metre (BCM) of water.
