Technical Advancement of Police

‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India. However, the Central Government, under the Centrally Sponsored Scheme of ‘Assistance to States for Modernisation of Police’ supplements efforts of the State Governments in modernization of police. Year-wise and State-wise central funds spent by the State Governments under the scheme of ‘Assistance to States for Modernisation of Police’ for the technical advancement of police during the last five years, are at Annexure.

Note: During F.Y 2020-21, only Karnataka spent ₹ 9.14 crore. The figures are based on Utilization Certificates (UCs) furnished by the State Governments and out of the released Central funds under the scheme, an amount of ₹1043.71crore is unspent amount and lying with the State Governments.

     Significant technical developments have taken place in the State Police Forces though they are at different levels of modernization as per their requirements and resources. The major technological developments reported are - most of the Police forces shifting from analog to digital technology in communication, upgradation of forensic lab equipments, use of CCTV in surveillance. Body worn cameras and Unmanned Aerial Vehicles (UAVs)/drones are being increasingly used by the State Police Forces. In the field of investigation, various new technologies are being adopted such as Automatic Finger-print Identification System (AFIS), 3D Crime Scene Scanner etc.

    Body worn cameras and dash cameras for police vehicles are allowed under the scheme of ‘Assistance to States for Modernisation of Police’. ‘Police’ being a State subject, the information of States which are presently using these equipment is not maintained at central level. However, under this scheme, in the State Action Plans, body worn cameras have been approved for Assam, Bihar, Goa, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand and West Bengal. In addition, dash cameras have been approved for Tamil Nadu.

       This was stated by the Minister of State for Home Affairs, Shri Nityanand Rai in a written reply to a question in the Rajya Sabha today.
