Ministry of Minority Affairs implements Free Coaching and Allied Scheme ( Naya Savera) to assist students/candidates belonging to the six notified minority communities namely Sikh, Jain, Muslim, Christian, Buddhist and Parsi by way of special coaching for qualifying examinations for admission in technical/professional courses and competitive examination for recruitment to Group ‘A’, ‘B’, & ‘C’ services and other equivalent posts under the Central and State Governments including public sector undertakings, banks, insurance companies as well as autonomous bodies.  The scheme aims to empower the students belonging to the minority communities and prepare them for competitive examinations to improve their participation in the private and govt. sector jobs.  The scheme is implemented across the country including Bihar state through project implementing agencies / Non-Government Organizations (NGOs) who are selected on the basis of proposals received along with recommendation of concerned State/District Authority subject to fulfillment of eligibility criteria as per provisions of scheme. Since inception, a total of 1,19,283 students have been allocated under the Naya Savera Scheme.

The Ministry had empanelled 130 PIAs during the financial year 2017-18. During the current financial year 2021-22, 37 PIAs have been given allocation for conducting the class room coaching programme under the Naya Savera Scheme.

During the financial year 2018-19, 2019-20, 2020-21 and 2021-22 ( till 30^th November, 2021) an amount of Rs. 44.46 crore, Rs. 13.97 crore, Rs. 18.43 crore  and Rs. 13.53 crore have been released to the PIAs respectively.
