Ministry of
Youth Affairs & Sports is implementing a scheme, namely, Urban Sports
Infrastructure Scheme (USIS) on a pilot basis with effect from the year
2010-11. Under this scheme, 100% financial assistance is provided to State
Governments/ Union Territories for development of the following sports
infrastructure:-
1. (i) Synthetic playing surface (for hockey,
football and athletics); and
(ii)
Multipurpose indoor hall.
2.
The following entities are eligible to receive
assistance for creation of sports infrastructure under this scheme:-
(a) State Governments;
(b) Local Civic Bodies;
(c) School, Colleges and Universities under Central/State Governments; and
(d) Sports Control Boards.
3.
The financial limit under which the projects are
being sanctioned are as follows:-

A statement showing the details of projects
sanctioned under USIS during last three years is at Annexure. So far no
projects have been completed. However, some projects are expected to be
completed during current year.
Sports is a state subject and while Government of India is
satisfied as regards to utilization of funds allotted to Urban Sports
Infrastructure Scheme (USIS), the performance of the States need improvement as
regards to timely utilization of funds and submission of Utilization
Certificates.
