CAPART Should Act as A Facilitator to Promote NGO’s In Adopting New Technologies for Rural Upliftment- Dr. C.P.Joshi
Union Minister of Rural Development and Panchayati Raj Dr. C.P. Joshi has emphasized upon the Council for Advancement of People's Action and Rural Technology (CAPART) to function as a facilitator to promote NGOs in adopting new technologies for rural upliftment. Dr. Joshi was addressing the 54th meeting of the Executive Council Members and the 19th General Body Meeting of CAPART here today.
Dr. Joshi highlighted the need to strive for the enhancement of Capacity Building at the panchayat level and asked the CAPART to guide and direct the NGOs in devising the ways to improve the service delivery systems in the rural areas. He said stress should be on the Economic Empowerment of the vulnerable sections of the society, provision of safe drinking water and Sanitation especially in the schools and internet connectivity to local elected i.e. Panchayats. He also laid emphasis on the awareness of masses regarding the schemes launched by the M/o Rural Development.
During the meetings while confirming the minutes of the General Body meeting held on September 30, 2009, the issued taken up included the Action Taken Report on the minutes of September 30, 2009 meeting and the annual Report and Annual Audited Accounts for the same, the revised Estimates of CAPART’s Budget for 2010-11 and Budget Estimates for 2011-12 A presentation on the working and future challenges before CAPART by the Institute for Rural Management (IRMA) was also made during the meeting. Dr. Joshi asked the members to thoroughly ponder upon the presentation and furnish their views so that a better coordination for the future meetings and forth coming workshops could be generated.
The members were of the view that appropriate and viable technologies suitable to local needs should be propagated by the CAPART so as to further the economic empowerment of rural population. Dr. Joshi assured the members that their suggestions will be kept in mind while preparing the future policies.
The meeting was attended by Secretary, Ministry of Rural Development Shri B.K.Sinha, Secretary Department of Drinking Water Supply Shri A.K. Mishra, the Director General CAPART Mohammad Halim Khan along with other senior officials from the ministry. The Executive Council and General Body members included Dr. Rajgopalan, Prof. IV Trivedi, , Major S. Chattergee (Retd.), Prof. Ashvini Kumar, Prof. Rajendra Singh, Ms. Neelima Khaitan, Shri Sanjay Dixit and Dr. Ravi Manav.
