Acquisition of Land for BHEL
There are currently 4 number of manufacturing units/plants of Bharat Heavy Electricals Limited (BHEL) established in the State of Tamil Nadu. These are :
(i) High Pressure Boiler Plant (HPBP) at Tiruchirappalli ;
(ii) Seamless Steel Tube Plant (SSTP) at Tiruchirappalli ;
(iii) Boiler Auxiliaries Plant (BAP) at Ranipet in Vellore Distt. ; and
(iv) Power Plant Piping Unit (PPPU) at Thirumayam in PudukottaiDistt.
The land assigned/provided to BHEL at Tiruchirappalli during early 1960s and Thirumayam in the year 2009 did not have any condition of offer of jobs to the local villagers.
However, in case of BAP at Ranipet, the Government of Tamil Nadu vide its G.O. dated 27.01.1981 had inter-alia stipulated the following condition in the land acquisition :
• In the matter of recruitment in the Boiler Auxiliaries Plant, preference should be given to the land owners who will be deprived of their land on account of acquisition ;
• In the case of land owners who will be completely deprived of their entire extent of land, at least one member from each family of such displaced land owners should be given employment in the project.
Around 650 persons were employed in BAP, Ranipet as on 2011. In addition, based on the recommendations of the Screening Committee constituted as per the orders/directions of Hon’ble High Court of Madras, employment was also given to 109 eligible persons during the year 2012 as promised. Further, employment to 15 other remaining persons could not be given as on date (i.e. August 2015) due to their lack of minimum basic entry level qualification in BHEL. However, jobs to these 15 persons were offered through a contractor Society engaged in undertaking different contracts in BAP, as per the directions of Hon’ble High Court of Madras, but they declined the offer to join in the Society.
This information was given by Minister of State in the Ministry of Heavy Industries and Public Enterprises, Shri G.M. Siddeshwara in a written reply in Lok Sabha today.
