National Council for Senior Citizens

As per information provided by the Ministry of Home Affairs, data on crime committed against senior citizens are not maintained centrally. “Police” and “Public Order” are State Subjects and, as such the primary responsibility of prevention detection, registration, investigation and prosecution of crime including crime against citizens lies with the States/UT Administrations, However, the Union Government attaches highest priority to matters of security of its citizens through various schemes and advisories augments the efforts of States/UTs.

The Government has already constituted the “National Council of Senior Citizens (NCSrC)” by renaming of the “National Council for Older Persons(NCOP)” vide Ministry of Social Justice & Empowerment’s Resolution No.15-40(4)/2010-11/AG dated 17th February, 2012 published in the Gazette of India(Extra Ordinary) dated 22nd February, 2012.

The mandate of the National Council of Senior Citizens is to advise the Central and State Governments on the entire gamut of issues related to the welfare of senior citizens and enhancement of their quality of life, with special reference to the following:-

i. Policies, programmes and legislative measures;

ii. Promotion of physical and financial security, health and independent and productive living; and

iii. Awareness generation and community mobilization.

Ministry of Health & Family Welfare has launched the National Programme for Health Care of Elderly(NPHCE) during the 11th Plan Period to address various health related problems of elderly people. The basic aim of NPHCE is to provide dedicated healthcare facilities to the elderly people through State Public Health delivery system at primary, secondary and tertiary levels, including outreach services. This Programme is presently being implemented in 104 district of the country, through State Governments, under the overall umbrella of National Health Mission.
