Public health being a state subject, all the administrative and personnel matters, including that of appointments of ANMs on temporary/contractual basis under NRHM fall within the purview of respective State/UT Governments. Data regarding salary/allowances paid to ANMs is not maintained centrally.

Demands to regularize contractual employees including contractual ANMs appointed under the NRHM have been made in many states. The support under NRHM (except for the regular staff supported under Infrastructure Maintenance, scheme which predates NRHM) is for contractual staff only because the NRHM was initially approved only up to March 2012. It has subsequently been extended for a period till March 2017 only.

The Health Minister, Shri J P Nadda stated this in a written reply in the Lok Sabha here today.
