The major
challenges identified under NACP-IV include emerging epidemics due to
vulnerabilities including migration & injecting drug use, increasing
treatment needs, ensuring social protection schemes for people infected and
affected with HIV/AIDS through mainstreaming of HIV/AIDS with other ministries,
continued stigma & discrimination, and Integration with larger health
system.
Consolidating
the gains made during NACP-III, the National AIDS Control Programme
Phase-IV(2012-17) was launched to accelerate the process of reversal and to
further strengthen the epidemic response in India through a cautious and well
defined integration process over the period 2012-2017 with key
strategies of intensifying and consolidating prevention services with a focus
on HRG and vulnerable population, increasing access and promoting comprehensive
care, support and treatment, expanding IEC services for general population and
high risk groups with a focus on behavior change and demand generation,
building capacities at national, state and district levels and strengthening
the Strategic Information Management System.

National AIDS
Control Organization (NACO) has been functioning under Ministry of Health and
Family Welfare ever since its inception. Therefore the question of merger with
Ministry of Health and Family Welfare does not arise. However on creation of
Department of AIDS Control (DAC) in 2008, NACO was placed under DAC. As
Department of AIDS Control (DAC) has since been omitted from the First Schedule
of the Government of India (Allocation of Business) Rules, 1961 vide
notification dated 6th August, 2014, by the same notification, the
Second Schedule of the Allocation of Business Rules has also been amended and
“National AIDS Control Organization (NACO)” has been inserted under “Department
of Health & Family Welfare”.
The National
AIDS Control Organization continues to implement National AIDS Control
Programme as per the approved strategies and objectives of reduction of new HIV
infection and provision of Care Support and Treatment for people living with
HIV.
To the knowledge
of this Department, there is no such opposition or proposal from any health activists or stakeholders. Efforts for prevention and
control of HIV/AIDS would continue even after completion
of NACP-IV.
