The Government of India is aware that
handloom weavers and their cooperative societies are facing hardships due to
availability of cheaper imported fabric mainly from China and stiff competition
from power loom and mill sector due to high input cost & low productivity
etc. besides non-availability of credit from institutional sources for working
capital due to accumulated debts.
To address the accumulated debt issue,
the Government of India, in November, 2011, has approved Revival, Reform and
Restructuring (RRR) package for waiver of overdue loan (100% principal and 25%
of interest) as on 31.3.2010 and to provide recapitalization assistance to
eligible apex and primary weavers cooperative societies & individual
weavers alongwith access to subsidized credit with 3% interest subvention,
which has been further modified and now loan to handloom cooperatives and
individual weavers is given at 6% interest with GoI interest subvention upto
max.7%. The RRR Package has been implemented upto 28.02.2014. The State-wise
details of waiver of overdue loan and recapitalization assistance approved
under RRR package is given in Annexure-I.
