As per available information, 1413 cotton / man-made fibre textile mills (Non-SSI) were operating in the country as on 31.05.2014. The State-wise details are given in Annexure.

As per available information, 71 number of cotton / man-made fibre textile mills (Non-SSI) were closed during last three years and current year in the country as on 31.05.2014.  The year-wise closure details are given in Annexure. The main reason for closure of mills is financial problem including other reasons such as strike/labour problem, lock-out, etc.

 

Government has set up Board for Industrial & Financial reconstruction (BIFR) under Sick Industrial Companies (Special Provisions) Act with a view to arranging the timely detection of sick and potentially sick companies and for the speedy determination of preventive, ameliorative and remedial measures which need to be taken in respect of such companies including closed mills. The status of the cases registered with BIFR is being decided by BIFR on the basis of its finding and it also decides the reliefs / concessions etc. to be given to units / companies on the revival packages. The scheme is applicable to all states including state of Bihar. Out of 71 cotton / man-made fibre textile mills closed during 2011-12, 2012-13, 2013-14 & 2014-15 (upto 31st May 2014), 17 textile mills were registered with BIFR as on 31-12-2012. Out of 17 textile cases, 4 cases have been declared sick. None of the mills in the state of Bihar was registered with BIFR. The Status of Textile cases registered with BIFR are given in Annexure.

 

To provide rehabilitation and interim relief to textile workers rendered un-employed as a consequence of permanent closure of a particular portion or entire textile units, in the private non-SSI Sector, the Textile Workers Rehabilitation Fund Scheme (TWRFS) was introduced and is in operation with effect from 15-9-1986. The objective of the TWRFS is to give interim relief to the workers rendered jobless due to permanent closure of the mills.  Relief under the scheme is available only for three years on a tapering basis, 75% of the wage equivalent in the first year, 50% in the second year and 25% in the third year. The mills closed on or after 5.6.1985 are covered under TWRFS. This scheme is not applicable to the State/Central Govt. Public Sector Undertakings and the textile units in the co-operative fold of the State/Central Govt.

Government has not received any representation regarding problems faced by small and medium scale industries.
