Department
of Health Research (DHR) allocated funds to project under different States for
following new Schemes during 2013-14.
(i) Allocated funds of Rs. 36.25 crores for establishing of 29
Multidisciplinary Research Units (MRU) in 20 States/UT.
(ii) Allocated funds of Rs. 12.40 Crores for establishing Model Rural Health
Scheme Units (MRHRU) in 8 States/UT.
(iii) The DHR allocated a budget of Rs. 34 crores for establishing 2 Regional
Viral Diagnostic Labs (VDL), 4 State-level Labs, and 8 Medical College Level
Labs in 12 States & UT.
(iv) ICMR supported around 2300 new research projects during above said period
with a budget of Rs. 29.77 crores in medical colleges, universities and other
S&T agencies under various States. The projects are at implementation
stage.
No
State/UT-wise allocation of funds is earmarked under the schemes. Funds are
released to the medical Colleges/institutions as per provisions of respective
schemes.

The
measures taken by DHR/ICMR to promote medical research in the country are as
follows:-
Major
initiatives:
Apart
from looking after the work of Indian Council of Medical Research (ICMR), the
Department of Health Research (DHR) has formulated and implemented following
major Schemes to enhance and promote medical research in the country:
·
Multi-Disciplinary
Research Units (MRUs) in Government Medical Colleges to strengthen health
infrastructure and promote research mainly in the area of non-communicable
diseases with an approved project cost of Rs. 503.83 crores. Total 80 such
units have been approved to be established in State Government
Medical Colleges. MRUs have been sanctioned and work initiated for setting up
such units in 29 Medical Colleges.
·
Model
Rural Health Research Units in the States (MRHRUs) for taking technology from
lab to field with an approved project cost of Rs. 67.66 crores. Total 15 such
Units will be established. MRHRUs have been sanctioned and work
initiated for setting up such units in 8 states during the year.
·
Scheme
for establishment of Network of Laboratories for Managing Epidemics & Natural
Calamities for enhancing research and capabilities in the area of virology and
address issues related to outbreaks/epidemics and natural calamities has been
sanctioned & rolled out with an approved project cost of Rs. 646.00 crores.
Total 10 Regional, 20 State level and 130 Medical college level labs are to be
established during XIIth plan across the length and
breadth of the country. Sanction released and work initiated for 2 Regional, 4
State Level and 8 Medical College level labs.
·
Grant-in-Aid
for Inter-sectoral Convergence & Coordination for Promotion & Guidance
on Health Research with an approved project cost of Rs. 1242.00 crores. The
scheme has been rolled out in March, 2014 with sanction of 43 projects.
·
Scheme
on ‘Human Resource Development for Health Research with an approved project
cost of Rs. 597.00 crores. The Scheme has been rolled out in March, 2014 with
sanction of 19 fellowships and support to 3 Institutes.
·
Setting
up of advanced centres for research in the area of basic medical sciences,
chronic non-communicable diseases, communicable diseases, nutrition, mother and
child health and new institutes/centres/field units for research on ageing,
health economic & policy research, climate change and vector borne diseases
during the XII Plan.
The
funds earmarked/allocated for the purpose for 12th five year plan
are given below:
The
approved outlay for the 12th Plan is Rs.10, 029crores. Out of the
approved allocation of Rs.10029 crores, an allocation of Rs.5259 crores has
been earmarked for the schemes/programmes of Department of Health Research and
Rs.4770 crores for the various activities/programmes of ICMR. The scheme-wise
