The Minister of State
(Independent Charge) in the Ministry Of Drinking Water and Sanitation Shri
Bharatsinh Solanki said in a statement in the Parliament that the number of
toilets constructed in the country with central assistance under the Total
Sanitation Campaign (TSC)/ Nirmal Bharat Abhiyan (NBA) State/UT-wise, during each
of the last three years and the current year, State/UT wise is at Annexure-1.
Under the revised Guidelines of Nirmal Bharat Abhiyan, a conjoint approach to
water supply and sanitation has been adopted for ensuring water facilities to
the toilets constructed.
The expenditure
incurred on construction of Individual households latrines under the Total
Sanitation Campaign (TSC)/ Nirmal Bharat Abhiyan (NBA) during last 3 years and
current year State/UT wise is at Annexure-2.
The number
and percentage of households which have toilet facilities in the country as per
Census 2011, State-wise/UT-wise is at Annexure-3.
The number
and percentage of households in the country, including Maharashtra, who
practice open defecation as per Census2011, State/UT-wise is at Annexure-4.
Government of
India administers the Nirmal Bharat Abhiyan (NBA), a comprehensive programme to
ensure sanitation facilities in rural areas with the main objective of
eradicating the practice of open defecation and ensuring clean environment.
Under NBA, there is provision of incentives for Below Poverty Line households
and Identified above Poverty Line households for the construction of Individual
household latrines. Solid and Liquid Waste Management (SLWM) is one of the
integral components of NBA and under this component, activities like construction
of compost pits, vermin composting, common and individual biogas plants, low
cost drainage, soakage channels/ pits, reuse of waste water and system for
collection, segregation and disposal of household garbage etc. can be taken up.
Solid and Liquid Waste Management (SLWM) projects under NBA can be taken up in
each Gram Panchayat (GP) and total assistance is provided on the basis of total
number of households in each GP, subject to a maximum of Rs.7 lakh for a GP
having up to 150 households, Rs.12 lakh up to 300 households, Rs.15 lakh up to
500 households and Rs.20 lakh for GPs having more than 500 households. Funding for
SLWM project under NBA is provided by the Central and State Government in the
ratio of 70:30. Any additional cost requirement is to be met with funds from
the State/GP.
In rural areas, households generally
construct Leach pit toilets which do not require drainage connectivity.
Existing drainage system in rural areas normally does not carry Black water
from toilets. However, information regarding rural households and number and percentage of
households without drainage connectivity for Waste water outlet as per Census 2011
State/UT-wise is at Annexure-5.
To improve the sanitation condition
in the country, Government of India has designed a paradigm shift in
Total Sanitation Campaign (TSC) which is now called the Nirmal Bharat Abhiyan
(NBA), in the XIIth Five Year Plan. The objective of NBA is to achieve
sustainable behaviour change with provision of sanitary facilities in entire
communities in a phased, saturation mode with “Nirmal Grams’ as outcomes. NBA
goal is to achieve 100% access to sanitation for all rural households by 2022.
Under
NBA, following steps have been taken:

A shift from motivating individual household toilet construction
to covering whole communities in a Gram Panchayat saturation mode for holistic
sanitation outcome.
- The scope of providing incentives for individual
household latrine units has been widened to cover all APL households, who
belong to SCs, STs, small and marginal farmers, landless labourers with
homesteads, physically challenged and women headed households along-with
all BPL households. Financial incentive for construction of toilets has
been raised for all eligible beneficiaries to Rs. 4600/- from the earlier
amount of Rs 3200/-.under NBA. In addition, upto Rs. 4500/- can be spent
under Mahatma Gandhi National Rural Employment Guarantee Scheme for
construction of the toilet. Along-with beneficiary contribution of Rs. 900/-,
the total unit cost of toilet is now Rs. 10000/-.(Rs. 10500/- for Hilly
and difficult areas)

More emphasis has been laid on Information Education
Communication (IEC) with 15% of the total outlay of district projects earmarked
for IEC activities. With a view to give thrust to a new approach towards IEC,
the Ministry has launched a Communication and Advocacy Strategy (2012-2017).

Conjoint approach with National Rural Drinking Water Programme
(NRDWP) to ensure water availability for sanitation in Gram Panchayats. Focussed
convergence of rural sanitation with associated Ministries including Health,
School Education, Women and Child Development with NBA.
