My countrymen, today I can proudly say that we achieved that target within the time frame. 17 Crore people opened their bank accounts under ‘Pradhan Mantri Jan DhanYojna’. With a view to extend opportunities to the poor, we had said that these bank accounts could be opened with zero balance. We had even said that we would bear the operational costs of the bank. After all, what for the banks exist? They should be for the poor and that’s why we had decided to open accounts with zero balance. We have seen the rich of our country; however, this time around we have also seen our poor and seen their wealth.

 

 

 

 

Ø  Launched by the Prime Minister on 28 August 2014

Ø  Aims at financial inclusion of all the households.

Ø  Over 32 crore accounts opened under PMJDY, as on July 2018.

Ø  Number of Beneficiaries in rural/semi-urban bank branches about 19 Crore

Ø  Number of Beneficiaries at urban metro centre bank branches- over 13 crore

Ø  Total deposit as on July 2018- over Rs. 80,093 crores.

Ø  Over 24 Crore Rupay Cards issued (As on July 2018)

Ø  Beneficiaries with Rupay cards get a benefit of personal accidental insurance of Rs. 1. Lac. And life insurance cover of Rs.30, 000.

Ø  Over 1.26 lakh bank-mitras appointed by banks

Social Security for The Poorest of Poor

 

 It takes the country swiftly to the newer heights of development and therefore it is our intention to give impetus to that. We have laid great stress upon social security and also the welfare of the poor - and thus Prime Minister's Suraksha BimaYojana, Atal Pension Yojana and Prime Minister's JeevanJyotiBimayojana have been launched. Crores of the people of our country have no social security cover. Leave the poor aside, benefit of insurance has not reached even the lower middle class. So we made a plan - just pay one rupee per month, not more, that is just Rs. 12 per annum and be entitled to the benefits of Pradhan MantriSurakshaBimaYojana. If your family faces any calamity then they will receive 2 lac rupees. We know how to manage an economy ! That's why we launched Prime Minister's JeevanJyotiBimaYojana for 90 paisa a day, even less than 1 rupee. So it is Rs. 330 annually for the health of one's family - and for the security of one's family- insurance of 2 lac rupees. This is what we have done.

 

 

 

 

Prime Minister's Suraksha Bima Yojana

Ø  Over 13 crore people enrolled under Prime Minister's Suraksha Bima Yojana as on 23.04.2018.

Ø  A total number of over 17,000 claims were disbursed out of received claims of over 22,000,   as on 23.04.2018. 

 

Atal Pension Yojana (APY) Scheme

Ø  Subscriber base crossed 1 Crore on completion of 3 years of the Scheme launched on 9th May 2015.

Ø  The current number of subscribers stands at 1.10 Crore. (As on May 2018)

 

Prime Minister's Jeevan Jyoti Bima Yojana

Ø  The Gross Enrolment was 5.3382 crore as on 23.04.2018.

Ø  A total number of claims over 92,000 claims were disbursed out of over one lakh claims received as on 23.04.2018.

SWACHH BHARAT

 

There are crores of such families in India, whose children are in the age group of five, ten and fifteen and they have become the greatest ambassador of "Swachh Bharat Abhiyaan". These children prevent their parents from littering in their homes and ask them to avoid spreading filth and rubbish here and there. In case, any father is addicted to consuming gutka and whenever the father opens the windows of the car to spit, his son prevents him to do so on the plea of keeping India clean. The success of this program is due to those little children. I wish to bow my head towards the future of my country, I wish to bow my head and greet those children.

 

 

 

Ø  Launched on 2.10.2014 to fulfil Mahatma Gandhi’s dream of a clean and hygienic India.

Ø  Over 7.82 crore household toilets constructed since the launch of the Swachh Bharat Mission.

Ø  About four lakh villages, 417 districts and 19 States declared ODF as on date.

Ø  Incentive for individual toilet has been increased to Rs. 12,000.

Ø  Total sanitation coverage in the country has reached to the level of over 88 per cent till date.

Ø  Ten new iconic sites have been taken up under Phase III of the flagship project Swachh Iconic Places (SIP) of the Swachh Bharat Mission.These new sites have joined the 20 iconic places under Phase I & II where special Sanitation work is already underway.

Ø  4,480 villages along the banks of River Ganges across 52 districts in 5 States are ODF villages.

Direct Benefit Transfer of LPG Subsidy

 

We have put in place a scheme of Direct Benefit Transfer of LPG subsidy. Taking advantage of Jan Dhan Accounts and Aadhaar Card we have transferred the subsidy directly into the accounts. As a result of this the brokers, the middlemen and the black-marketeers have disappeared. Only the real beneficiary got the benefit. Our Government have neither slashed a penny from anyone's benefit nor we have made announcements to earn praise. We have improved the system and today I wish to inform  1.25 billion strong Team India that as a result of this exercise, we have been able to save amount worth Rs.15,000 crore, which was being siphoned off annually, putting an end to corruption.

 

 

 

DBT of LPG subsidy

Ø  World’s largest cash transfer program.

Ø  Rs.  69815 crore transferred so far as subsidy directly into bank accounts

Ø  Estimated Subsidy savings of Rs. 29,446 crore from 2014-17

MORE CROP PER DROP

 

We need drastic changes in the agriculture sector. The cultivable land is shrinking; it is getting divided between families and pieces of land are getting smaller. The fertility and productivity of our agricultural land must increase. The farmers need water and electricity and we are working towards their availability. We have decided to pump in fifty thousand crore rupees in ‘Pradhaan Mantri Krishi Sinchaai Yojna’.

 

 

 

Pradhaan Mantri Krishi Sinchaai Yojna (PMKSY)

Ø  A national mission to improve farm productivity and ensure better utilization of the resources in the country.  

Ø  Rs. 50,000 crores to be invested in five years to achieve ‘Water to Every Field / Har Khet Ko Paani’

Ø  Long Term Irrigation Fund  with Rs 40,000 Crore (Budget 2016-17 and 2017-18) established for completion of 99 priority   projects.

Ø  Dedicated Micro Irrigation fund with a sum of Rs. 5000 crores is being  set up for enhancing  coverage of micro irrigation.

Ø  Under the “Per Crop More Drop” initiative, already about 1 million hectare of land has been covered under drip and sprinkler irrigation.  These efforts will be multiplied in next 5 years to cover 10 million hectare so that more productivity can be achieved using lesser water.

RURAL ELECTRIFICATION

 

Brothers and sisters, in the coming days I wish to concentrate on an issue. There has been so many years of independence but even today there are about eighteen thousand, five hundred such villages in our country, where electric wires and polls are yet to reach… If we will keep on following the old methods, perhaps it will take ten more years to electrify these eighteen thousand, five hundred villages with wires and polls. The country is not ready to wait for ten years…..it is now the solemn pledge of the "Team India" of 1.25 billion countrymen that the target of providing electric polls, electric wires and electricity to these 18,500 villages would be achieved within next 1000 days….I urge upon the states to come forward and accept this challenge.

 

 

 

Deen Dayal Upadhyaya Gram Jyoti Yojana  DDUGJY

 

Ø  Launched by PM on 25.7.2015  

Ø  100% Rural Electrification with reliable, adequate & quality electricity supply. It focuses on strengthening of sub-transmission and distribution infrastructure in rural areas, also on feeder separation (rural households and agricultural).

Ø  Out of 597,464 census villages, 597,464 villages (100%) have been electrified

STARTUP INDIA

 Brothers and Sisters, I have to provide impetus  to the start-up movement and, therefore, I resolve that in the coming days "Start-up India" and "Stand-up India" will be launched to give a push to the spirit of entrepreneurship and innovation in the  country. 

 

 

 

Start-up India

Ø  Launched on 16th January, 2016 to build a strong eco-system for nurturing innovation and startups in the country.

Ø  The Start-up India Hub has solved about 1,00,926  queries received from Start-ups through telephone, E-mails and Twitter.

Ø  L&D Data:

·         Users logged-in on the learning platform: 217428

·         100% course completion: 10561

·         50% course completion: 4063

Ø  Total startups recognized under the scheme: 11, 129

Ø  Total startups receiving tax benefits: 88

 

 Stand-up India

Ø  Launched on 5.4.2016 to support entrepreneurship among women and SC & ST communities by facilitating bank loans between 10 lakh and 1 Crore to them. Aims to benefit at least 2.5 lakh entrepreneurs.

Ø  Scheduled Commercial Banks (SCBs) have sanctioned 54,733 loans under the Scheme to Scheduled Castes (SCs), Scheduled Tribes (STs) and Women borrowers as on 28.02.2018

ONE RANK ONE PENSION

 

We have accepted "One Rank One Pension" in principle for the service personnel. However the talks are going on with respective organizations. These are in the final stage and let me assure that a just solution will be found out in the interest of our country. Remember this issue has been lingering on from 20-25 years. I am hopeful that a positive outcome will emerge and "One Rank One Pension" will be in place. The modalities of its implementation are being worked out in consultation with the various stakeholders.

 

 

 

Ø  Resolved after four decades as announced by PM

Ø  As per the reports received from the CGDA, a sum of Rs. 4,172.64 crore, Rs. 2,397.22 crore, Rs. 2,322.91 crore and Rs. 1,902.63 crore have been paid towards first, second, third and fourth installments of "One Rank One Pension" OROP arrears respectively.

Ø  20,60,220 Ex-Servicemen /family pensioners, 15,94,311 Ex-Servicemen, 15,76,478 Ex-Servicemen and 13,56,212 Ex-Servicemen are the beneficiaries during these four installments respectively.

Ø  Total arrears paid Rs. 10,795.4 crore. (Status upto 30.09.2017 and compiled till 01.05.2018).

Doing away with the interview for junior-level posts

I impress upon the state governments and my colleagues in the Government to discontinue the stage of interview for junior-level posts as soon as possible. Such jobs should be given only on the basis of merit. This would help in curbing corruption, which hurts the poor people.  

 

 

 

 

Ø  Interview for recruitment to junior level posts discontinued w.e.f. 01.01.2016 at all levels of the Government including Autonomous Bodies, Banks, Financial Institutions and CPSUs falling under the purview of Central Government.

Ø  Staff Selection Committee has discontinued interview for all Competitive Recruitment Examinations w.e.f. 01.01.2016.

Ø  21 states and 7 UTs have also joined the initiative.

Development of Eastern India

Brothers and sisters, India cannot develop till the eastern part of the country develops. India cannot be said to be developing only on the basis of the development of the western parts of the country. India will move ahead only when our eastern Uttar Pradesh becomes prosperous, our Bihar becomes strong, our West Bengal, Assam, Odisha, North Eastern regions tread the path of development. These territories of India should become powerful. And so whether is a matter of infrastructure or of rail connectivity or of digital connectivity - in all these aspects, we have focussed on eastern India. This focus has resulted in the proposed laying of a gas pipe line in this region. We have made new urea policy and we have also formulated new gas supply policy. This has resulted in revival of fertilizer plants of eastern centers of Gorakhpur, Barauni, Talcher and Sindari. Thus we are working to provide employment to the youth and fertilizers to the farmers.

 

 

 

Ø  National Highways and Infrastructure Development Corporation (NHIDCL ) was incorporated in 2014 to build roads in border areas and difficult terrains including the North East and Himalayas. It is handling over 270  projects for development of  about 13,000  km length of NHs, at a cost of more than 1,60,000 crore.

Ø  Bharatmala envisages building 3300 kms of Border Roads of strategic importance along international boundaries and 2000 km of International Connectivity roads to promote trade with  Nepal, Bhutan, Bangladesh and Myanmar . These roads will improve connectivity to the North eastern states.

Ø  Bridges are being built over Brahmaputra - 7 bridges being built - including Bhupen Hazarika Setu ( Dhola - Sadiya Bridge ) that was inaugurated last year.

Ø  Some of the international connectivity projects include Trilateral Highways between India,  Myanmar and Thailand, the highways and waterways parts of Kaladan project, Kalewa- Yargi road segment, Mechi bridge in Nepal and bridge over river Feni in Sabroom .  

Ø  Inland Waterways are being developed for transportation to          connect NER to Kolkata, Haldia, Mongla and Chittagong ports through the waterways in Bangladesh

Ø  Jal Marg Vikas project on River Ganga will make the river navigable between Varanasi and Haldia.

Ø  River Brahmaputra is being developed. Floating terminals and RoRo services are in operation at several places

Ø  River Barak is also being developed.

Ø  Dredging in selected stretches of Bangladesh waterways to enable barge movement between the  North-East and rest of India through NW 1 (Ganga).

Ø  Electric Locomotive Factory in Madhepura, Bihar:              Phase-I has been completed. It is a Make in India project.

Ø  Diesel Locomotive Factory/ Marhowra in Bihar: State of the art technology, energy efficient, environment friendly high horse-power locomotives meeting global standards.

URJA GANGA:

Ø  To promote Gas based economy and development of eastern India, 2650 km long Jagdishpur – Haldia & Bokaro – Dhamra Natural Gas Pipeline Project, popularly known as Pradhan Mantri Urja Ganga, is being executed

Ø  A capital grant of Rs. 5,176 Crore (40 per cent of the estimated capital cost of Rs. 12,940 Crore) approved.

Revival of Defunct Fertilizer Units

Ø  Rs. 50,000 crores to be invested to revive Defunct Fertilizer Units in Gorakhpur, Sindri, Talcher, Ramagundam and Barauni (New Urea units of 12.7 lakh MT at each location)

we have prepared a plan for the labourers of our country, and it has been named as "SHRAMEVA JAYATE"

                       

              

           

Ø  Through Rationalisation/ simplification, total 44 Forms/ Reports/ Returns have been reduced to only 14 Forms

Ø  Unique Labour Identification number (UAN) allocated to give permanent identity to labourers. EPFO issued 12 crores UANs, out of which 3 crore have been activated using Mobile services. (As on 31.3.2017).

Ø  The Payment of Bonus (Amendment) Act, 2015: Enhances the eligibility limit for payment of bonus from Rs. 10,000 per month to Rs.21,000 per month

Ø  7th Pay Commission: Benefited 50 lakh employees and 35 lakh pensioners.

Swachh Bharat-By Team India

 

In 2019 we are about to celebrate the 150th anniversary of Mahatma Gandhi and Swachh Bharat would be our tribute to him...Today, on this 15th August, I salute the "Team India", which has left no stone unturned to realise our dream. It has now nearly achieved the target of building all the toilets. I compliment the efforts of the state governments, officials, policy framers, educational institutions and those who were instrumental in implementing this task to realise our dream.
