Irrigation projects are planned, implemented and managed by the concerned State Governments, as per their own resources and priorities. Role of Government of India is limited to providing technical support, and partial financial support in some cases, as per the norms of the existing schemes being implemented by Government of India. However, for the major & medium irrigation projects as well as multipurpose projects on inter-State river systems, techno-economic viability is to be appraised by Central Water Commission (CWC). On completion of the appraisal process, techno-economic viability of the projects is required to be accepted by the Advisory Committee on Irrigation, Flood Control and Multipurpose Projects (Advisory Committee) of Ministry of Jal Shakti.
34 major, medium and multipurpose projects have been approved by the Advisory Committee during last 5 years (2017-18 to 2021-22). State-wise details of these projects are given at Annexure-1. However, none of these projects is from Uttar Pradesh.
In addition, 28 projects are presently under appraisal in CWC. State-wise details of these projects are at Annexure-2.
Appraisal of the projects is generally done as per the laid down timelines, which are monitored through a dedicated portal. However, appraisal of some of the projects gets delayed primarily because of time taken by the State Governments in responding to the queries/ need for additional information on various technical and financial aspects required by CWC and other Central Government agencies.
