Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme PradhanMantriKaushalVikasYojana (PMKVY) for imparting skill development training to youth across the country. Under Central component of PMKVY, training is being imparted through National Skill Development Corporation (NSDC) by its Training Centres (TCs) including PradhanMantriKaushalKendras (PMKKs).The TCs are accredited and affiliated through single online platform i.e. Skill India Portal (SIP). The short term training is being implemented through these TCs. Further, Ministry promotes establishment of model and aspirational skill centres known as PradhanMantriKaushal Kendra (PMKK) in every district for imparting skill training in Public Private Partnership (PPP) mode throughout the country.
Under PMKVY, there are various provisions for monitoring of TC as well as candidates. The life cycle of training process of candidates (enrollment-training-assessment-certification-placement) is tracked or monitored on real-time basis through the Skill India Portal (SIP) which is linked with Aadhaar enabled biometric attendance. TCs are being monitored effectively through various methodologies such as self-audit reporting, call validations, surprise visits, etc. Appraisal of the on-going schemes and consequent improvements is an ongoing process and PMKVY Monitoring Committee reviews and formulate framework on the critical cases related to monitoring issues of the stakeholders.
Further, in order to improve the monitoring under PMKVY, District Skill Committee (DSC) is being involved and entrusted with the monitoring under PMKVY 3.0. DSC acts as an on-ground monitoring agency for conducting inspection of TCs.
Presently, 36 PMKKs are allocated in the State of Karnataka and out of which, 35 PMKKs have been established.The details of the PMKVY TCs including PMKKs are captured on the Skill India Portal. As on 21.11.2021, 1,013 training centres (including 35 PMKKs)have imparted training in the State of Karnataka.
Under PMKVY, in the last five years (i.e. 2016-21), 1.13 crore candidates have been trained/oriented across the country bySkill India PMKVY TCs (including PMKKs).
PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). Under PMKVY, placement opportunities are being provided to STT certified candidates, while RPL does not mandate placements as it recognizes the existing skills of candidate. Since inception i.e. 2015, till 21.11.2021, 53.26 lakh candidates have been certified under STT; out of which, 23.59 lakh candidates have been provided withthe placement across the country. The State-wise number of candidates trained, certified and placed under PMKVY-STT, as on 21.11.2021 since inception, is given at Annexure.
