Monthly Production Reportfor September 2021
  1. Production of Crude Oil

Crude oil production[1] during September 2021 was2443.3TMT, which is 5.49% lower than target for the monthand1.74% lowerthan the production of September2020.Cumulative crude oil production during April-September, 2021 was 14924.5 TMT, which is 3.68% and 2.92% lower than target for the period and production during corresponding period of last yearrespectively. Unit-wise and State-wise crude oil production is given at Annexure-I. Unit-wise crude oil production for the month of September2021 and cumulatively for April-September2021 vis-à-vis same period of last year has been shown in Table-1 and month-wise in Figure-1.

Figure-1: Monthly Crude Oil Production

Unit-wise production details with reasons for shortfall are as under:

    1. Crude oil production by ONGC (Oil and Natural Gas Corporation) in nomination block during September 2021 was 1584.3 TMT, which is 5.56% lower than target of the month and 3.32% lower when compared with production of September 2020. Cumulative crude oil production by ONGC during April-September, 2021 was 9704.2 TMT, which is 4.08% and 4.43% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:
  • Less than anticipated production from WO-16 cluster due to delay in mobilization of MOPU Sagar Samrat.
  • Less than anticipated production from Cluster-8 fields due to delay in inputs as installation of wellhead platforms got delayed due to COVID-19 impact.
  • Loss in oil production in Ratna& R-Series due to delay at R-13A wells. 
  • Less in oil production due to unplanned Power Shut Downs/electrical faults caused by heavy monsoons in Mehsana Asset.

 

    1. Crude oil production by OIL (Oil India Ltd) in the nomination block during September 2021 was 245.9 TMT, which is 0.2% higher than the production of corresponding month of last year but 5.7% lower than target of the reporting month. Cumulative crude oil production by OIL during April-September 2021 was 1495.1 TMT, which is 0.65% higher than the production during corresponding period of last year but 2.6% lower than target for the period. Reasons for shortfall in production are as under:

 

  • Less than planned contribution from workover wells and drilling wells.
  • Less than planned due to local disturbance & miscreant activities in main producing area (MPA).

 

    1. Crude oil production by Pvt/JVs companies in the PSC/RSC regime during September 2021 was 613 TMT, which is 1.76% higher than the production of September 2020 but 5.24% lower than the target of the reporting month. Cumulative crude oil production by Pvt/JVs companies during April-September2021 was 3725.3 TMT, which is 3.09% and 0.22% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:

 

  • MB/OSDSF/B80/2016 (Hindustan Oil Exploration Company Ltd.): Delay in commencement of production.
  • RAVVA (Cairn Energy India Ltd): Production shortfall is due to injectivity issues in few wells causing the lower productivity from the wells.
  • CB-OS/2 (Cairn Energy India Ltd): Production shortfall is due to problem in wells LA-7 & LA-10.
  • CB-ONN-2004/2 (ONGC): Two development wells could not be drilled as planned. Also, a newly developed well is under performing, thus, affecting the production rate.
  • CB-ONN-2000/1 (GSPC): Not enough production from few wells due to reservoir issues and possible casing and sub surface assembly damage. Also, minor shortfall wells on account of power failure has affected the production.

 

  1. Production of Natural Gas

Natural gas production during September 2021 was 2902.4 MMSCM, which is 26.6% higher than the production of September 2020 but 8.48% lower than the monthly target. Cumulative natural gas production during April-September2021 was 16890.9 MMSCM, which is 26.6% higher than production during corresponding period of last year but 6.7% lower when compared with target for the period. Unit-wise and state-wise natural gas production is given at Annexure-II. Unit-wise natural gas production for the month of September 2021 and cumulatively for April-September 2021 vis-à-vis same period of last year has been shown in Table-2 and month-wise in Figure-2.

Figure-2: Monthly Natural Gas Production

 

    1. Natural gas production by ONGC in the nomination blocks during September 2021 was 1730 MMSCM, which is 10.6% lower than target for the month and 2.9% lowerthan the production of September 2020. Cumulative natural gas production by ONGC during April-September, 2021 was 10256.2 MMSCM, which is 11.1% and 6.6% lower than target for the period and production during corresponding period of last year respectively. Reasons for shortfall in production are as under:

 

  • Less than anticipated production from WO-16 cluster due to delay in mobilization of MOPU Sagar Samrat.
  • Less than planned production from few wells due to certain reservoir related issues.
  • Delay in commencement of gas production from U1 field of KG-98/2 Cluster-II due to COVID-19 impact as manufacturing of subsea items and well completion got delayed.
  • Less production due to decline in Tapti-Daman block.
  • Less than envisaged production from Dahej&Gandhar field in Ankleshwar.

 

    1. Natural gas production by OIL in the nomination block during September 2021 was 254.1 MMSCMwhich is 4.59% higher than target for the month and 26.6% higherthan the production of September 2020. Cumulative natural gas production by OIL during April-September2021 was 1434.3 MMSCM, which is 15.5% higher than production during corresponding period of last year but 2.9% lower than target for the period. Reasons for shortfall in production are as under:

 

  • Low upliftment/demand of gas by the major customers.
  • Less than planned contribution from drilling wells /old wells.

 

    1. Natural gas production by Pvt/JVs companies in the PSC/RSC/CBM regime during September 2021 was 918.2 MMSCM, which is 195.9% higher than the production of September 2020 but 7.6% lower than the target for the month. Cumulative natural gas production by Pvt/JVs during April-September 2021 was 5200.4MMSCM, which is 1.9% and 200.1% higher than target for the period and production during corresponding period of last year respectively.Increase in gas production is through contributions from D-34 field of KG-DWN-98/3 where production commenced on 18.12.2020 andsatellite cluster where production commenced on 25.04.2021.Reasons for shortfall in production are as under:

 

  • KG-DWN-98/2 (ONGC): Delay in commissioning of U1-A well. U1-2 (U1-B) well remained closed due to operation constraints and reservoir study.
  • RJ-ON-90/1 (Cairn Energy India Ltd): Shortfall due to Planned Shutdown & Plant Trips.
  • RANIGANJ EAST (Essar Oil and Gas Exploration and Production Ltd.): Shortfall on account of delay in scheduled operations due to COVID-19 pandemic.
  • RJ-ON/6 (Focus Energy Ltd.): Less offtake by power plant. Some wells production got affected on account of stoppage of supplies due to tripping by the single customer of state power plant.
  • MB/OSDSF/B80/2016 (Hindustan Oil Exploration Company Ltd.): Delay in commencement of production.

 

  1. Crude Oil Processed (Crude Throughput)

 

Crude Oil Processed during September 2021 was 18214.4 TMT, which is 2.87% higher than September 2020 but 6.3% lower than the target for the month. Cumulative crude throughput during April-September2021 was 113291.5 TMT, which is 13.1% higher than the production of corresponding period of last year but 3.2% lower than target for the period. Refinery-wise details of the crude throughput and capacity utilization during the month of September 2021 vis-à-vis September 2020 are given at Annexure-III and Annexure-IV. Company-wise crude throughput for the month of September 2021 and cumulatively for the period April-September 2021vis-à-vis same period of last year has been shown in Table-3 and month-wise in Figure-3.

3.1 CPSE Refineries’ crude oil processed during September 2021 was 9686.1 TMT, which is 15.6% lower than target for the month and 0.5% lowerthan the production of September 2020. Cumulative crude throughput during April-September2021 was 62262.9 TMT which is 13.9% higher than corresponding period of last year but 11.2% lower than target for the period. Reasons for shortfall in production are as under:

 

  • IOCL-Guwahati& Haldia Refinery: Monthly Crude processed lower because of interruption in Hydrogen.
  • IOCL-Barauni Refinery: Monthly Crude processed lower due to deferment of M&I shutdown
  • IOCL-Gujarat Refinery, Mathura Refinery, Panipat Refinery: Monthly Crude processed lower due to lower product demand.
  • IOCL-Paradip Refinery: Monthly Crude processed lower due to revamp shutdown.
  • BPCL-Kochi Refinery: Monthly Crude processed lower due to lower Naphtha ullage.
  • HPCL, Mumbai Refinery: Crude throughput is less due to delayed startup of one of the crude processing unit after the revamping job.
  • HPCL, Viskah Refinery: Monthly Crude Throughput less due to shutdown of one of the primary crude processing unit i.e. CDU - III. Lower Crude Throughput targets due to planned shutdown of CDU -II.
  • CPCL-Manali Refinery: Monthly Crude processed lower due toRefinery-III M&I shutdown.

 

3.2       JV refineries’ crude oil processed during September 2021 was 1658.0 TMT, which is 10.8% higher than the target for the month and 10.2% higher than September 2020. Cumulative crude throughput during April-September2021 was 9904.3 TMT, which is 10.2% and 29.6% higher than target for the period and production during corresponding period of last year respectively.

 

3.3       Private refineries’ crude oil processed during September 2021 was 6870.3 TMT, which is 6.2% higher than the corresponding month of last year. Cumulative crude throughput during April-September 2021 was 41124.2 TMT, which is 8.5% higher than the corresponding period of last year.

 

  1. Production of Petroleum Products

 

Production of Petroleum Products during September 2021 was 19087.8 TMT, which is 6.0% higher than production of September 2020 but 3.4% lower than target for the month. Cumulative production during April-September, 2021 was 119325.7 TMT, which is 11.2% higher when compared with the production of corresponding period of last year but 3.3% lower than target for the period. Unit-wise production of petroleum products is given at Annexure-V. Company-wise production for the month of September 2021 and cumulatively for April-September, 2021 vis-à-vis same period of last year has been shown in Table-4 and month-wise in Figure-4.

    1. Production of petroleum Products by Oil’s Refineries during September 2021 was 18740.06 TMT, which is 6.1% higher than production of September 2020 but 3.2% lower when compared with target for the month. Cumulative production during April-September, 2021 was 117261.0 TMT, which is 11.5% higher than the production of corresponding period of last year but 3.19% lower than target for the period.

 

    1. Production of petroleum Products by Fractionators during September 2021 was 347.7 TMT, which is 0.13%higher than the target for the month and 3.16% higherthan thetarget for the month.Cumulative production during April-September, 2021 was 2064.7 TMT, which is 8.2% and 1.1% lower than target for the period and production during corresponding period of last year respectively.
