The Skill-Based Capacity Building Programme for Master Trainers under Saksham Policing, organised in collaboration with the Police Training Directorate, Uttar Pradesh, commenced on October 13, 2026 . The five-day programme, scheduled from October 13 to 17, aims to strengthen the professional capabilities of police trainers and promote citizen-centric, sensitive and effective policing.

Guided by the ethos of “सेवाभावी अनुशासन” (discipline rooted in service), the programme seeks to develop master trainers who embody professionalism, empathy, integrity and a commitment to public service. It emphasises that effective policing goes beyond law enforcement to include sensitivity, understanding and trust-building within communities.

The inaugural session was attended by Dr. B. D. Paulson, ADG Training, and Smt. Neeta Chandra, Additional Superintendent of Police, Training Directorate. Shri Dev Ranjan Verma, DIG Training and Course Director, highlighted the importance of developing skilled trainers who can translate learning into effective training practices and meaningful change on the ground.

Prof. Madhushree Sekher, Dean, School of Skill Education, Tata Institute of Social Sciences (TISS), introduced the Saksham Policing initiative, while Shri Gaurav Shinde, Programme Head – Skilling, School of Skill Education, TISS, presented an overview of its vision and learning framework.

The programme began with a pre-assessment and sessions on the foundations of training, followed by instructional practice and facilitation sessions led by Shri Sumit Kati, Adjunct Faculty, School of Skill Education, TISS.

The five-day programme covers behavioural competence, gender and social sensitivity, operational soft skills, professional readiness and experiential learning through case studies and role plays. The training will conclude with a post-assessment to evaluate learning outcomes.

The initiative reflects the commitment of TISS and the Police Training Directorate, Uttar Pradesh, to strengthening police training through skill development, professional competence and a service-oriented approach. Its guiding philosophy, “सेवाभावी अनुशासन”, underscores the importance of combining discipline with sensitivity and authority with empathy in policing.
