TRAI Assesses Mobile Network Quality Across Bilaspur and Janjgir-Champa City under MP LSA, during the month of August 2026

TRAI Assesses Mobile Network Quality Across Bilaspur and Janjgir-Champa City including Limtara, Darrighat, Torwa, Sirgitti, Basiya, Silpahri, Tarbahar chowk, Telipar, Gol Bazar, Rajkishore Nagar, Narmada Nagar, Birkona and Lokhandi etc in Bilaspur City & NH49, Paraghat toll, Taraod, Nariyara, Mulmula, Vyasnagar, Bhainso, Banahil, Amartal, Janjgir, Madwa, Jarwe, Udayband, Ghatoli, and Seoni etc in Janjgir-Champa City.
The Telecom Regulatory Authority of India (TRAI) has released findings of Independent Drive Test (IDT) conducted through its appointed agency across Bilaspur and Janjgir-Champa City under MP LSA, during the month of August 2026, for information of general telecom consumers. The purpose of this drive test is to assess and verify real time quality of mobile network services (both voice & data) provided by Telecom Service Providers (TSPs). The performance of TSPs for key Quality of Service (QoS) parameters, captured during IDT are published to inform Consumers and encourage TSPs to improve their services. These IDTs have been designed to capture on ground mobile network performance of all TSPs across diverse usages environment like cities, hotspots, public transport hubs, etc. `
These tests were conducted under the supervision of the TRAI Regional Office Bhopal. The observations presented in drive test reports represent the performance of the TSPs on the area/ route under test on the day/ time of conducting the drive test.
The drive tests conducted across City drive – 346.7 KMs in Bilaspur and Janjgir-Champa districts including 29.7 Inter Operator Calling & 3.6 Km walk Test in Bilaspur City from 17th August 2026 to 20th August 2026 in MP LSA.

Key Parameters Assessed
- Coverage Gap: Percentage of samples, for which signal strength observed less than the minimum prescribed signal strength for respective technology (2G/ 3G/ 4G/ 5G).
- Voice Services: Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence (Mute) Rate, Speech Quality (MOS).
- Call Silence (Mute) Instance: Number of call silence (Mute) instance occurred during the calls.
- Data Servies: Download/ Upload Throughput, Latency, Jitter, Packet Drop Rate
The overall mobile network performance in Bilaspur and Janjgir-Champa City for the key parameters has been summarised below: -
- Coverage Gap - The signal strength observed during voice testing on the drive test route in auto-selection mode (5G/4G/3G/2G), measured as the number of samples having poor signal strength out of the total samples collected, were 523/ 36513 for Airtel, 1134/ 35925 for BSNL, 489/ 35197 for RJIL and 2019/ 36164 for VIL for Bilaspur City and 864/ 15028 for Airtel, 2846/ 14292 for BSNL, 676/ 13372 for RJIL and 2607/ 14570 for VIL for Janjgir-Champa City. Details of the coverage gaps have been provided in the map Annexed.
- Dropped Calls - Dropped calls, measured as the number of dropped calls out of the number of successfully established calls, were 1/ 325 for Airtel, 7/ 319 for BSNL, 1/ 306 for RJIL and 2/ 325 for VIL for for Bilaspur City City and 0/ 134 for Airtel, 1/ 126 for BSNL, 0/ 104 for RJIL and 3/ 164 for VIL for Janjgir-Champa City. Details of the dropped call locations have been provided in the map Annexed.
- Call Silence Instance - Call silence instances, measured as the total number of silence instances observed for > 3 seconds out of the total calls established, were 6/ 319 for Airtel, 20/ 313 for BSNL, 3/ 310 for RJIL and 14/ 313 for VIL for Bilaspur City and 4/ 128 for Airtel, 4/ 116 for BSNL, 5/ 115 for RJIL and 14/ 127 for VIL for Janjgir-Champa City. Details of the call silence instance locations have been provided in the map Annexed.
d) Data Download and Upload Throughput:
i) Data Download performance (Overall): Average download speed was observed as 128.61 Mbps for Airtel (5G), 12.33 Mbps for BSNL (4G), 177.88 Mbps for RJIL (5G) and 21.58 Mbps for VIL (4G) for Bilaspur City and 90.93 Mbps for Airtel (5G), 11.93 Mbps for BSNL (4G), 112.13 Mbps for RJIL (5G) and 20.37 Mbps for VIL (4G) for Janjgir-Champa. Detail of Download throughput has been provided in the map Annexed.
ii) Data Upload performance (Overall): Average upload speed was observed as 24.02 Mbps for Airtel (5G), 6.39 Mbps for BSNL (4G), 13.26 Mbps for RJIL (5G) and 14.66 Mbps for VIL (4G) for Bilaspur City and 17.09 Mbps for Airtel (5G), 5.50 Mbps for BSNL (4G), 8.59 Mbps for RJIL (5G) and 10.91 Mbps for VIL (4G) for Janjgir-Champa. Hotspots: Bilaspur Bus Stand Tifra, Bodri High Court, Champa Junction Railway Station, Chhattisgarh Institute of Medical Sciences, City Mall Bilaspur, Collector Office Bilaspur, District Hospital Janjgir, GEC Bilaspur, Govt. Mayuradhwaj Mahadani Raja Post Graduate College Champa, Maa Kali Mandir Tifra etc.
Walk Test: Bilaspur Railway Station, Rama Magneto Bilaspur etc.
