Secretary (Labour & Employment) Leads ‘Shram Samvad’ at Rudrapur, Uttarakhand

The Ministry of Labour & Employment, in collaboration with the Labour Department, Government of Uttarakhand, and in association with the Kumaun Garhwal Chamber of Commerce, Entrepreneur Welfare Committee (SEWS-SIDCUL), and SIDCUL Industrial Welfare Association (SSIWA), organized a 'Shram Samvad' - District-Level Capacity Building and Awareness Programme on the Labour Codes at Rudrapur, Uttarakhand. The programme brought together employers and industry stakeholders to strengthen awareness and understanding of the Labour Codes, which came into force on 21 November 2025, and the Central Rules notified on 8 May 2026. The sessions focused on key provisions of the Codes and the compliance requirements applicable to establishments under the new labour law framework.

The programme was presided over by Dr. Chandra Bhushan Kumar, Secretary, Ministry of Labour and Employment and brought together around 250 participants from diverse sectors, including employers, industry representatives, HR professionals, legal experts, finance specialists, and other key stakeholders in the labour and employment ecosystem. Officials from Ministry of Labour and Employment, Central Labour Commissioner (Central), Employees' State Insurance Corporation, Employees' Provident Fund Organisation, and Labour Department, Government of Uttarakhand participated in the programme and interacted with the participants.

The programme featured a series of technical sessions designed to provide participants with practical insights into the Labour Codes, employer obligations, and key social security initiatives of the Government of India.

At the outset, Shri Shridhar Babu Adanki IAS, Secretary Labour, Government of Uttarakhand welcomed the participants and set the context for the programme highlighting the importance of collaborative efforts in strengthening labour law compliance. In the keynote address, Dr. Chandra Bhushan Kumar IAS, Secretary, Ministry of Labour & Employment, elaborated on the key provisions of the Labour Codes and emphasized the role of awareness, stakeholder engagement, and capacity building in supporting their smooth and effective implementation. He also highlighted the central schemes Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) and Pradhan Mantri Shram Yogi Maandhan (PMSYM) during the address.

 

Four technical sessions were held, focusing on a comprehensive overview of the Labour Codes, key compliance requirements for employers under the Codes, and on various facets of PMVBRY and PMSYM, respectively.

An interactive Q&A session was also conducted, in which officials from the Ministry and State Government actively participated.

The programme provided a valuable platform for addressing practical implementation challenges and fostering a deeper understanding of the new regulatory framework. The discussions also helped address key concerns of employers and industry stakeholders, while promoting greater clarity on implementation-related issues.

By bringing together government authorities and industry representatives, the programme fostered meaningful dialogue, strengthened stakeholder engagement, and enhanced awareness of the Labour Codes. The exchange of perspectives and practical insights contributed to a better understanding of the new regulatory framework and supported its effective implementation at the grassroots level.

Subsequently, Secretary L&E visited the ESIC hospital Rudrapur and interacted with the Doctors and the Staff He was briefed about the overall functioning of the hospital and facilities available for the Insured Persons. He also suggested several majors for overall improvement in the functioning of the hospital.
