Union Minister for Rural Development, Shri Shivraj Singh Chouhan, formally launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 during a hybrid event held at Krishi Bhawan today. The launch brought together State Revenue and Registration Ministers, Principal Secretaries, and senior officials from across the country via video conferencing.

Addressing the gathering, Shri Shivraj Singh Chouhan stated that DILRMP 3.0 is a decisive step toward improving Ease of Living for rural citizens, farmers, and property owners. He underscored that land in India is deeply tied to emotional and familial identities, making accurate and accessible documentation vital.

“Land is not just a piece of soil; it is the pride of our farmers, the blessing of our ancestors, and the identity of future generations,” said the Union Minister.

The Minister pointed out that the earlier phases of DILRMP successfully digitized 99.90% of Records of Rights (RoRs) and 97% of cadastral maps, alongside computerizing 99% of Sub-Registrar Offices (SROs). He noted that DILRMP 3.0 now raises the bar by moving from isolated digitization to full system integration, ensuring farmers can secure institutional credit easily and citizens are spared repeated visits to government offices.

Speaking on the occasion, Minister of State for Rural Development, Dr. Chandra Sekhar Pemmasani, highlighted that DILRMP 3.0 will resolve legacy challenges by focusing on spatial accuracy, georeferenced maps, and seamless interoperability across departments.

Secretary, Department of Land Resources (DoLR), Shri Narendra Bhooshan, delivered the welcome address and set the context for the guidelines, noting that DILRMP 3.0 marks a shift toward building an integrated Digital Public Infrastructure (DPI) for land administration. Joint Secretary (LR), Shri Parikipandla Narahari, gave a comprehensive presentation detailing the technical architecture and scheme components.

Key Highlights of DILRMP 3.0

• GIS-enabled ‘Land Stack’: Land Stack, an integrated digital framework would bring together different layers of land-related information such as georeferenced cadastral maps, Records of Rights, property registrations, and relevant court matters through GIS based digital interfaces. It will enable different land-related systems to be connected and accessed in an interoperable manner, while allowing each State to develop its own Land Stack by integrating its various land-related datasets and systems through APIs. These State-level Land Stacks would, in turn, form the building blocks of a National Land Stack, which would be developed in a federated manner, enabling seamless interoperability and exchange of information across States while retaining the respective ownership and control of data with the concerned authorities.
• Universal Bhu-Aadhaar (ULPIN): Assigns a 14-digit unique identifier to every land parcel in the country to establish unambiguous property identities and eliminate fraud.
• Registration Seva Kendras (RSKs): High-footfall 75 Sub-Registrar Offices will be modernized into citizen-friendly service centers with digital queue management and improved amenities, drawing inspiration from Passport Seva Kendras.
• Scanning of Legacy Records: Historical land and property registration records will be systematically scanned and digitally archived to protect inheritance rights and curb ancestral land disputes.
• Registration Repository: A secure digital framework of registered deeds and encumbrance information to enable ownership verification, transaction history and property due diligence.
• Paperless Revenue Courts: Modernizes the Revenue Court Case Management System (RCCMS) by linking it directly with land records to cut case pendency and expedite mutation settlements.
• Urban Land Mapping (NAKSHA): Accelerates the NAKSHA pilot project to create accurate, GIS-based urban land records and issue Urban Property Cards (UrPro Cards).

Implementation and Monitoring

DILRMP 3.0 will be implemented across all States and Union Territories with 100% central funding under a phased, performance-linked mechanism managed through the Public Financial Management System (PFMS). Progress will be monitored in real time via an upgraded DILRMP-MIS dashboard overseen by the Project Sanctioning & Monitoring Committee (PS&MC). The event concluded with a vote of thanks proposed by the Director, DoLR.
