Rashtriya Raksha University Hosts BRICS AML/CFT Capacity Building Programme Under India’s 2026 Chairship

Rashtriya Raksha University (RRU), an Institution of National Importance under the Ministry of Home Affairs, today inaugurated the five-day BRICS Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) Capacity Building Training Programme on “Emerging Risks, FATF Methodologies and BRICS Best Practices.” The programme, convened from 7 to 11 September 2026 at RRU’s Lavad campus, brings together policymakers, Financial Intelligence Units, supervisory authorities, and law-enforcement and prosecution agencies from BRICS member states.

Delivering the Welcome Address, Prof. Dr. Bimal N. Patel, Vice Chancellor, RRU, noted that the forum brings together over 50 officers from more than 25 countries engaged in AML/CFT investigation, prosecution and criminal profiling. He described the gathering as a valuable repository of operational experience and stressed that illicit finance transcends borders, jurisdictions and conventional regulatory boundaries.

Prof. Patel underlined that no country can counter such threats alone, and that trusted professional networks are essential for effective cross-border cooperation. Referring to India’s 2026 BRICS Chairship and its focus on resilience, innovation, cooperation and sustainability, he highlighted the need for regulatory and investigative capacity to keep pace with economic growth and digital transactions. He also noted emerging challenges from virtual assets, stablecoins, AI-enabled fraud, deepfakes and synthetic identities, while emphasising that AML/CFT measures must remain rooted in legality, due process, proportionality and accountability.
He encouraged participants to engage openly on FATF methodologies, virtual-asset supervision, beneficial ownership and international cooperation, and thanked the Ministry of Finance and Ministry of External Affairs for their support. He said the programme’s success would be reflected in lasting professional connections that enable swift cooperation across borders.
In his Opening Remarks, Mr. Sunil Kavishwar observed that economic security has become central to national stability and global order. He noted that uneven and siloed implementation of AML/CFT frameworks creates vulnerabilities that transnational criminal networks readily exploit. Stressing the need for multilateral alignment, standardised compliance governance and cross-border synergy, he described the BRICS AML/CFT Council as a timely mechanism for strengthening a shared security framework. He added that the five-day programme represents a practical expression of India’s commitment under its 2026 BRICS Chairship.
The programme focuses on FATF’s 5th Round methodologies, emerging risks in virtual assets and cyber-enabled fraud, multi-agency cooperation, and trade-based money laundering. The agenda includes expert-led sessions, country presentations, and a field visit to the International Financial Services Centre Authority (IFSCA) at GIFT City. Participants will examine strategies for exit from the FATF Grey List, implementation of the “Travel Rule” for Virtual Assets, AI-enabled compliance detection, cross-border asset recovery, and unmasking Ultimate Beneficial Ownership in opaque corporate structures.
RRU has delivered 61 specialised international capacity-building programmes for over 2,000 participants from 85 countries. The University’s integrated ecosystem bridges national security, legal frameworks and economic defence, enabling structured peer learning and operational intelligence exchange among BRICS jurisdictions.
The programme concludes on 11 September 2026, ahead of the 18th BRICS Summit to be hosted by India in New Delhi on 12–13 September 2026.
