Employees' Enrolment Campaign (EEC), 2026

The Employees’ Provident Fund Organisation (EPFO), Zonal Office Kolkata, has informed all covered and prospective establishments across West Bengal, Andaman & Nicobar Islands, and Sikkim that the Union Ministry of Labour & Employment, vide Notification No. G.S.R. 525(E), has notified the Employees' Enrolment Campaign (EEC), 2026. The campaign is operational from 1st July, 2026 to 31st October, 2026.
This special campaign offers a unique, time-bound opportunity to employers to voluntarily enrol eligible employees who remained left out from EPF coverage between April 1, 2009 and March 31, 2026. The scheme applies to all establishments covered or coverable under the EPF & MP Act, 1952 / Code on Social Security.
Key Highlights & Financial Reliefs for Employers
• Where the employee’s share of contribution was not deducted from wages during the left-out period, the employee contribution stands completely waived.
• Employers are required to deposit only the employer’s share of contribution, applicable interest (under Sec 7Q / Sec 127 of the Code), administrative charges, and a lump-sum damage of ₹100 per defaulting establishment across all three schemes.
• Establishments currently facing quasi- judicial proceedings under the repealed EPF & MP Act, 1952/ Code on Social Security, 2020 can also participate, with damages capped at the nominal ₹100 lump-sum amount for the declaration period.
• The declaration applies to employees who are alive and actively working in the establishment on the date of declaration. Exited employees are excluded, and no suo-motu action will be initiated for employees who exited prior to declaration.
• Employers registering afresh or declaring employees under EEC-2026 can also leverage benefits under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), subject to terms and conditions of PM-VBRY as specified in the scheme.
To facilitate seamless compliance, registration and return submission must be completed entirely online:
1. Generate UANs using Face Authentication via the UMANG App for each declared employee.
2. Access the EPFO Employer Portal (https://unifiedportal-emp.epfindia.gov.in/epfo/) and select the EEC-2026 Module.
3. Input employee/employment details and link the ECR with a Temporary Return Reference Number (TRRN).
4. Generate the EEC Challan, remit payment, and submit the final declaration authenticated via DSC or eSign.
EPFO, Zonal Office, Kolkata, urged all establishments, employers, employer associations, chambers of commerce, and covered establishments to proactively utilise this four-month window to clear/ regulate the past compliance liabilities and extend statutory social security cover to all eligible workers.
