GeM Completes a Decade of Transforming Public Procurement with Cumulative GMV Exceeding ₹20 Lakh Crore


IIT Delhi Study Estimates ₹1.76 Lakh Crore in Net Social Savings through GeM

The Government e Marketplace (GeM) will complete ten years of operations on 9 August 2026. Marking a decade of transforming public procurement through technology, transparency, efficiency and good governance, the platform has facilitated a cumulative Gross Merchandise Value (GMV) of over ₹20 lakh crore through more than 3.78 crore orders, underscoring its growing role in India’s public procurement ecosystem.

The platform’s annual GMV has grown from ₹422 crore in FY 2016–17 to over ₹5 lakh crore in each of FY 2024–25 and FY 2025–26. In the first four months of FY 2026–27 alone, GeM recorded a GMV of ₹1,47,888 crore. While the platform took more than eight years to achieve its first ₹10 lakh crore in cumulative GMV, the next ₹10 lakh crore milestone was reached in less than two years, reflecting accelerated adoption and increasing participation across the public procurement ecosystem.

Participation on the platform has expanded significantly over the past decade. The number of profile-completed sellers has increased from 3,339 to 25.45 lakh, while primary buyer organisations have grown from 1,707 to 1.37 lakh. The number of Micro and Small Enterprises (MSEs) registered on the platform has increased from 2,424 to 12.25 lakh.

GeM has also played a significant role in promoting inclusive public procurement. MSEs have fulfilled orders worth more than ₹9.07 lakh crore, accounting for 45.6 per cent of the cumulative GMV. More than 2.24 lakh women-led MSEs have fulfilled over 50 lakh orders valued at more than ₹99,147 crore, while 42,242 startups have secured orders worth over ₹65,633 crore through the platform.

An IIT Delhi study covering FY 2023–24 to FY 2025–26 estimated a monetised benefit of ₹86,571.69 crore through price and process efficiencies, resulting in a net social saving of ₹1,76,411.46 crore. The study also found that, in a comparison of 101 items with other e-marketplaces, GeM offered lower prices for 74.3 per cent of the items, with a spend-weighted saving of 13.6 per cent. Earlier assessments in the Economic Survey 2021–22 had also recorded consistent procurement savings through the platform.

To further improve ease of doing business, GeM has introduced several seller-friendly measures. Transaction charges have been reduced from 0.50 per cent to 0.30 per cent, while orders up to ₹10 lakh have been exempted from transaction charges. As a result, 97 per cent of all orders now attract no transaction fee. The maximum transaction fee has been capped at ₹3 lakh, and vendor assessment fees have been reduced by up to 92 per cent.

According to the interim findings of an Axis My India survey, 92 per cent of the buyers surveyed expressed satisfaction with their overall experience on the platform. Among sellers, 67 per cent reported higher business volumes, while 78 per cent indicated their intention to continue using the platform.

GeM now digitises the entire public procurement lifecycle and deploys Artificial Intelligence (AI) and Machine Learning (ML) tools to identify suspected cartelisation, collusion and order splitting. As a fully digital platform, it also generates a rich transactional data trail that enables policymakers to monitor public procurement spending, identify inefficiencies and design evidence-based policy interventions.

Chief Executive Officer, GeM, Shri Mihir Kumar, said, “GeM has moved public procurement from opaque, fragmented processes to a single, transparent marketplace where capability determines success. The next decade will be defined by deeper use of AI for better value for the public and equal opportunity for every enterprise.”

Building on a decade of transformation, GeM will continue to strengthen the use of data-driven technologies to promote fair competition, enhance value for public expenditure and build a procurement ecosystem that is simpler, faster, more transparent and value-driven for buyers and sellers alike, in line with the vision of Viksit Bharat.
