The Government of India continues to strengthen drug de-addiction and rehabilitation services in Jammu & Kashmir through the National Action Plan for Drug Demand Reduction (NAPDDR) while enhancing coordination among law enforcement agencies to combat drug trafficking. However, there is no proposal at present to establish integrated drug de-addiction and vocational training centres in the Jammu region.

Minister of State for Social Justice and Empowerment Shri B. L. Verma shared these details in a written reply to Shri Sat Paul Sharma in the Rajya Sabha. The House was informed that, at present, one Integrated Rehabilitation Centre for Addicts (IRCA), six District De-Addiction Centres (DDACs), two Community-based Peer Led Intervention (CPLI) centres, three Outreach and Drop-In Centres (ODICs), and twenty-one Addiction Treatment Facilities (ATFs) are functioning in the Union Territory of Jammu & Kashmir under the National Action Plan for Drug Demand Reduction. The Government further stated that establishing and monitoring new de-addiction centres is a continuous process.

The written reply further stated that the Ministry of Home Affairs (MHA) has established a four-tier Narco Coordination Centre (NCORD) mechanism, comprising Apex, Executive, State/UT and District-level bodies, to strengthen coordination among Central and State Drug Law Enforcement Agencies and other stakeholders for tackling drug trafficking and drug abuse across the country. The tenth Apex Level NCORD meeting was held on 26 June 2026.

The House was also informed that State/UT and District-level NCORD meetings are held regularly to review the drug trafficking scenario, monitor enforcement actions and ensure timely implementation of decisions. Since 2018, a total of 17 State-Level NCORD meetings and 836 District-Level NCORD Committee meetings have been convened in the Union Territory of Jammu & Kashmir, reflecting sustained efforts to strengthen anti-drug coordination and enforcement.

The written reply further highlighted that the NCORD Portal serves as a comprehensive knowledge management platform for all four tiers of the NCORD mechanism and acts as a repository of information on the Government of India's anti-drug abuse initiatives, facilitating coordinated action against drug trafficking and substance abuse.
