پنچایتی راج اداروں کے لیے 16ویں مالیاتی کمیشن کے تحت تجویز کردہ ٹائیڈ گرانٹس، غیر منسلک گرانٹس، اور کارکردگی سے منسلک گرانٹس کی تفصیلات ملحقہ I میں منسلک ہیں۔ مرکزی مالیاتی کمیشن کی طرف سے دیہی مقامی اداروں کے لیے گرانٹس کی یونین کے زیر انتظام علاقوں کے لیے سفارش نہیں کی جاتی ہے۔

14ویں مالیاتی کمیشن کے تحت 2016-17 سے 2019-20 کی مدت کے لیے پرفارمنس گرانٹس حاصل کرنے کے لیے آڈٹ شدہ کھاتوں کی اپ لوڈنگ اور پچھلے سال کے دوران اپنی آمدنی میں اضافے سے متعلق معیارات لاگو تھے۔ اس کے مطابق، 14ویں مالیاتی کمیشن کے تحت تمام اہل گرام پنچایتوں کے سلسلے میں، چھتیس گڑھ سمیت ریاستوں کو جاری کردہ کارکردگی گرانٹس کی ریاست/یوٹی - وار تفصیلات ضمیمہ-II میں دی گئی ہیں۔ تاہم، یہ وزارت گرام پنچایت کے لحاظ سے تفصیلات کو برقرار نہیں رکھتی ہے۔ مزید یہ کہ ایوارڈ کی مدت 2020-21 سے 2025-26 کے دوران 15ویں مالیاتی کمیشن کے تحت کوئی پرفارمنس گرانٹ جزو نہیں تھا۔

10ویں (ایف وائی  1995-2000) اور 11ویں (ایف وائی 2000-2005) فنانس کمیشن کے تحت، کل گرانٹس روپے۔ کل مختص 4380.93 کروڑ میں سے 3576.35 کروڑ اور کل مختص 8000.00 کروڑ روپے میں سے بالترتیب 6601.85 کروڑ روپے پنچایتی راج اداروں کے لیے جاری کیے گئے۔ تاہم، اس سلسلے میں ریاست وار تفصیلات وزارت کے پاس دستیاب نہیں ہیں۔

مزید، پنچایتی راج اداروں کو 12 ویں سے 15 ویں مالیاتی کمیشن کے تحت جاری کردہ گرانٹس کی سفارش کردہ گرانٹس کی ریاست وار تفصیلات ضمیمہ-III سے ضمیمہ-VI میں دی گئی ہیں۔ دریں اثنا، پنچایتی راج اداروں کے انتخابات کی ریاستوں/مرکز کے زیر انتظام علاقوں کے لحاظ سے موجودہ صورتحال ضمیمہ VII میں دی گئی ہے۔

پنچایت، ایک "مقامی خود حکومت" ہونے کے ناطے، ایک ریاستی موضوع ہے اور ہندوستان کے آئین کے ساتویں شیڈول کی ریاستی فہرست کا حصہ ہے۔ اس کے مطابق، پنچایت کی صلاحیت کو مضبوط بنانا بنیادی طور پر ریاستوں/ مرکز کے زیر انتظام علاقوں کی ذمہ داری ہے۔ تاہم، وزارت مرکزی طور پر اسپانسر شدہ اسکیم کو نافذ کر رہی ہے، یعنی اصلاح شدہ راشٹریہ گرام سوراج ابھیان  مالی سال 2022-23، منتخب نمائندوں  اور دیگر اسٹیک ہولڈرز کو قیادت کی صلاحیتوں کو فروغ دینے کے لیے تربیت دے کر پنچایتی راج اداروں (پی آر آئی ایس) کی مدد کرنے کے مقصد کے ساتھ، اس طرح گرام پنچایتوں کو تمام ریاستوں/مرکز کے زیر انتظام علاقوں میں مؤثر طریقے سے کام کرنے کے قابل بنانا ہے۔

اس اسکیم کے تحت، ریاست چھتیس گڑھ میں 2022-23 سے 2026-27 (10.07.2026 تک) کے دوران 6,16,642 شرکاء کو تربیت فراہم کی گئی۔

In the decision dated 10.05.2022passed in Writ Petition (Civil) No. 278/2022 Suresh Mahajan vs. State of Madhya Pradesh and others filed in the Hon'ble Supreme Court, the Hon'ble Court had given directions to conduct a tripartite test for OBC reservation, in compliance of which the Rajasthan State Other Backward Classes (Political Representation) Commission, Jaipur constituted by the State Government has not yet submitted its report to the State Government, due to which a decision on reservation in Panchayati Raj Institutions cannot be taken right now. Only as a result of this, the general elections of the Panchayati Raj Institutions of the State will be able to be completed/started.

As per the directions of the Hon’ble Supreme Court, the Government appointed Dedicated Commission to recommend reservations to Backward Classes on empirical data. The Govt. also taken up SEEEPC survey basing on which the Dedicated Commission has prepared its report. In the meanwhile, the Govt. has decided to increase the quantum of reservations to BCs and issued G.O. Ms.No.09, 26-09-2025 providing 42% reservations to BCs. Accordingly, reservations were made to Rural Local Bodies and submitted to the State Election Commission.

The Hon’ble High Court has set aside the G.O. Ms. No.09, 26-09-2025 and the State Election Commission has kept the notification in abeyance. The case is pending in the Hon’ble High Court.

The State Election Commissioner, UT of J&K, has been appointed. Vide Order No. SEC/Pyt/03/2026/607-639 dated 25.03.2026, a schedule has been issued for the revision of the Panchayat Electoral Roll with reference to 01.04.2026 as the qualifying date. As per the said order, the final Panchayat Electoral Roll-2026 shall be published on 15.05.2026. Accordingly, the process for revision of the Panchayat Electoral Roll has been initiated across all Panchayats in the UT of J&K.

Gram Panchayat& Block Panchayat: Elections to the Local Bodies could not be held due to litigation in the Hon'ble High Court of Madras. As per the Court's directions, the Local Government Secretariat, Puducherry has constituted a Single Member Commission with Justice K. K. Sasidharan, Judge (Retired), Honourable High Court of Madras to recommend appropriate reservation for Other Backward Classes in the Local bodies across the Union Territory of Puducherry. The Single member Commission is yet to submit the report / recommendation to the Government. After sorting out of OBC reservation in Local body elections and appointment of the State Election Commissioner, the local body election will be conducted at the earliest.
