The Department of Telecommunications, Haryana LSA, organized an Interaction-cum-Awareness Programme at Palwal, Haryana, focusing on best telecom practices to prevent cyber fraud and cybercrime

The Department of Telecommunications (DoT) and Palwal Police organized an Interaction-cum-Awareness Programme at the auditorium hall of the District Police Office, Palwal on 26th May 2026. The meeting was jointly chaired by Shri Radhacharan Shakya, Additional Director General Telecom, Haryana LSA, and Shri Nitish Agarwal, Superintendent of Police, Palwal. The event witnessed participation from more than 60 attendees, including police officials, Telecom Service Providers (TSPs), and Points of Sale (PoS) from across the district.

Before starting the program, the Additional Director General Telecom, Deputy Director General (Compliance), HR LSA and Superintendent of Police Palwal were welcomed with sapling plantation as a good gesture in Palwal district. After formally welcoming, Sh Sachin Lamba, ADG, DoT gave a presentation highlighting the various initiatives of DoT and emphasised the processes as below-

  • Measures to Combat Cyber Fraud:
  • Use of Central Equipment Identity Register (CEIR) for tracking stolen/misused devices
  • Sanchar Saathi Portal for citizen-centric telecom security services
  • Collaboration with I4C and NCRB for identifying cybercrime patterns
  • Development of Financial Risk Indicators (FRIs) with banks to flag suspicious transactions
  • Citizen Awareness & Reporting Mechanisms:
  • 1930 Helpline for immediate reporting of cyber financial fraud
  • www.cybercrime.gov.in for lodging complaints
  • Awareness on 1600 series numbers for secure banking communications
  • Sanchar Saathi Initiatives Showcased:
  • Chakshu – reporting suspicious calls/messages
  • Block lost/stolen mobile handsets
  • Know mobile connections issued in one’s name
  • Know Your Mobile Handset (KYM)
  • RICWIN – tracking international calls
  • SIM Issuance Guidelines:  Instructions were issued to ensure strict compliance with security norms and KYC procedures while issuing SIM cards to prevent cyber fraud committed through fake SIMs.

Three Police Personnel Honoured for higher recovery of lost/stolen mobiles: Based on recent performance data, the recovery rate of lost and stolen mobile phones by Palwal District Police has been recorded among the highest in Haryana and significantly above the state average. In recognition of this outstanding achievement, three police personnel from Palwal district — Constable Sandeep Kumar, Constable Laxman Singh, and Constable Harkesh Kumar — were honoured by the Additional Director General Telecom and the Superintendent of Police. Additionally, the working style and leadership of Cyber Cell Incharge Assistant Sub-Inspector Vinod Kumar were also appreciated, under whose supervision the Palwal Police Cyber Cell team achieved this success.

 

The Superintendent of Police Shri Nitish Agarwal appreciated the DoT’s initiative in organizing such awareness programmes jointly. He stated that many cybercrimes are being committed through fake SIM cards. He pointed out that individuals are purchasing multiple SIMs and some economically weaker people are selling them under temptation. However, he clarified that they would also be held responsible if any cyber fraud is committed using SIM cards purchased in their names. He advised citizens to purchase SIM cards strictly according to their genuine needs and not for resale purposes. He warned that strict action would be taken against anyone involved in such activities. The SP also instructed telecom operators and PoS staff to immediately report any suspicious activity or bulk purchase of SIM cards to the police.

During the meeting, Shri Radha Charan Shakya, Additional Director General Telecom, Haryana LSA, highlighted the pivotal role of secure communication in nation-building and in advancing the Hon’ble Prime Minister’s vision of Digital Bharat. He stated that cybercrime has emerged as one of the biggest challenges today, with every second or third news report being related to cyber fraud. He emphasized that all stakeholders must work together collectively to curb cybercrime, calling it a shared responsibility.

He emphasized to Telecom Service Providers (TSPs) and PoS agents to cooperate actively, stating that cybercrime can be controlled to a great extent with joint effort of all stakeholders. He advised SIM vendors to exercise utmost caution while selling SIM cards, maintain complete records of buyers, and immediately inform the police if any suspicious activity is noticed.

The Department of Telecommunications and Palwal Police jointly clarified that strict legal action would be taken against those misusing telecom resources and against PoS agents violating prescribed rules and regulations.

It was further reaffirmed to safeguarding citizens through awareness initiatives, preventive measures, and strong coordination with law enforcement agencies and service providers, thereby fostering a secure, reliable, and responsible telecom ecosystem.
