قبائلی فلاحی اسکیموں کی صورتحال

قبائلی امور کے مرکزی وزیر مملکت جناب درگا داس اوئیکے نے لوک سبھا کو بتایا کہ حکومت بہار کے روہتاس اور کیمور اضلاع سمیت ملک میں درج فہرست قبائل اور قبائلی اکثریتی علاقوں کی ترقی کے لیے حکمت عملی کے طور پر درج فہرست قبائل کے لیے ترقیاتی ایکشن پلان (ڈی اے پی ایس ٹی) کو نافذ کر رہی ہے ۔ قبائلی امور کی وزارت کے علاوہ ، 41 وزارتیں/محکمے درج فہرست قبائل (ایس ٹی) اور غیر درج فہرست قبائل کے درمیان ترقیاتی خلا کو پر کرنے اور تعلیم ، صحت ، زراعت ، آبپاشی ، سڑکوں ، رہائش ، بجلی کاری ، روزگار کے مواقع پیدا کرنے ، ہنر مندی کے فروغ وغیرہ سے متعلق مختلف قبائلی ترقیاتی پروجیکٹوں کے لیے ڈی اے پی ایس ٹی کے تحت قبائلی ترقی کے لیے ہر سال اپنے کل منصوبہ بجٹ کا کچھ فیصد مختص کر رہے ہیں۔ درج فہرست قبائل کی فلاح و بہبود کے لیے وزارتوں/محکموں کی جانب سے مختص فنڈز کے ساتھ مرکزی بجٹ دستاویز کے اخراجات کی تفصیلات10 بی میں لنک https://www.indiabudget.gov.in/doc/eb/stat10b.pdf پر دی گئی ہیں ۔
ریاستی حکومتوں کو بھی ریاست میں درج فہرست قبائل آبادی(مردم شماری 2011) کے تناسب سے، کل اسکیم مختص کرنے کے سلسلے میں ٹی ایس پی فنڈز مختص کرنے کی ضرورت ہے۔ ریاستوں/ مرکز کے زیر انتظام علاقوں کے ذریعے اپنے خود کے فنڈز میں سے ٹی ایس پی کے لیے مختص رقم اور اخراجات کی تفصیلات https://statetsp.tribal.gov.in پر دستیاب ہیں ۔
وزارت کی طرف سے 14-2013 سے 26-2025 کے دوران مختلف اسکیموں کے تحت مختص کیے گئے/جاری کیے گئے، استعمال کیے گئے فنڈ اور مستفید ہونے والوں کی تعداد کی ریاست کے لحاظ سے تفصیلات ضمیمہ I میں دی گئی ہیں ۔
بہار کی ریاستی حکومت سے موصول ہونے والی معلومات کے مطابق، مختلف اسکیموں کے تحت منظور شدہ اور استعمال شدہ فنڈز درج ذیل ہیں:

وزارت نے اگلے ای ایف سی سائیکل کے لیے 27-2026 سے 31-2030 تک اسکالرشپ اسکیموں کو جاری رکھنے کی تجویز پیش کی ہے۔ ان کے رہنما خطوط پر نظر ثانی کا فیصلہ محکمہ اخراجات، وزارت خزانہ اور کابینہ کی طرف سے ای ایف سی کی منظوری پر منحصر ہوگا۔
مرکزی حکومت نے اسکیم کے رہنما خطوط پر سختی سے عمل آوری کو یقینی بنانے اور مختلف قبائلی ترقیاتی اسکیموں کے بارے میں درج فہرست قبائل (ایس ٹی) طبقےمیں بیداری پیدا کرنے کے لیے کئی اقدامات کیے ہیں۔ اسکیموں کی باقاعدہ نگرانی اور جائزہ ریاستوں/مرکز کے زیر انتظام علاقوں کے ساتھ تال میل میں کیا جاتا ہے اور مؤثر عمل آوری اور رپورٹنگ کی سہولت کے لیے متعلقہ وزارتوں/محکموں میں نوڈل افسران کو نامزد کیا گیا ہے۔ قبائلی امور کی وزارت (ایم او ٹی اے) قبائلی ترقی کے اقدامات کے مناسب نفاذ کو یقینی بنانے کے لیے ذمہ دار وزارتوں/محکموں کے ساتھ مسلسل رابطے میں رہتی ہے۔
درج فہرست قبائل کے لیے ترقیاتی ایکشن پلان (ڈی اے پی ایس ٹی) اسکیم/وزارتوں/محکموں کے ذریعے پروگرام کے لحاظ سے مختص کی گئی رقم کی مؤثر نگرانی کے لیے مرکزی بجٹ کی تفصیلات 10 بی میں جھلکتی ہے ، جو درج فہرست قبائل کی فلاح و بہبود کے لیے وزارت کے لحاظ سے مختص رقم فراہم کرتا ہے ۔ اس کے علاوہ تفصیلات 10 بی بی اور تفصیلات 10 بی بی بی بالترتیب پی ایم-جن من اور دھرتی آبا جنجاتیہ گرام اتکرش ابھیان (ڈی اے جے جی یو اے) کے لیے مختص رقم کے بارے میں مخصوص معلومات فراہم کرتے ہیں ۔ مناسب جوابدہی اور فنڈز کی نامناسب منتقلی کو روکنے کو یقینی بنانے کے لیے ، ڈی اے پی ایس ٹی کے تحت مختص رقم وزارتوں/محکموں کے ذریعے ان کے تفصیلی مطالبات برائے گرانٹس میں معمولی عنوان '796' کے تحت ظاہر کی جاتی ہے ۔
ڈی اے پی ایس ٹی فنڈز پر نظر رکھنے کے لیے وزارت دفاع کی طرف سے ایک آن لائن نگرانی کا نظام (https://stcmis.gov.in) تیار کیا گیا ہے ۔ یہ عوامی مالیاتی بندوبست نظام (پی ایف ایم ایس) سے براہ راست ڈیٹا حاصل کرتا ہے اور مختلف وزارتوں/محکموں کے ذریعے مختص کردہ اخراجات کی حقیقی وقت پر نگرانی کے قابل بناتا ہے ۔ اس کے علاوہ ، پی ایم گتی شکتی پورٹل پر انٹرایکٹو ڈیش بورڈز ریئل ٹائم ڈیٹا کا استعمال کرتے ہوئے وزارت کے لحاظ سے اور اقدامات کے لحاظ سے پیش رفت کی نگرانی فراہم کرتے ہیں ، جس سے خاص طور پر کمزور قبائلی گروپوں (پی وی ٹی جی) کے لیے ہدف شدہ منصوبے اور فرق کا تجزیہ کرنا ممکن ہوتا ہے ۔
بیداری پیدا کرنے اور زمینی سطح پر نفاذ کو مضبوط بنانے کے لیے، بڑے پیمانے پر معلومات، تعلیم اور مواصلات (آئی ای سی) مہمات، خدمات کی فراہمی سے متعلق کیمپ، گرام سبھا کی میٹنگیں اورمعاشرتی رابطے کے پروگرام منعقد کیے جاتے ہیں۔ دھرتی آبا جن جاتیہ گرام اتکرش ابھیان (ڈی اے جے جی یو اے) اور دھرتی آبا جن بھاگیداری ابھیان جیسے اقدامات قبائلی علاقوں میں کیمپوں اور معاشرے کی مصروفیت کے ذریعے سماج کے آخری حصے تک سروس کی فراہمی اور بیداری پر مرکوز ہیں۔ قبائلی ترقی کے پروگراموں میں شامل اہلکاروں اور شراکت داروں کو تربیت دینے اور زمینی سطح پر خدمات کی فراہمی کو بہتر بنانے کے لیے صلاحیت سازی کے پروگرام جیسے آدی کرم یوگی بھی نافذ کیے جا رہے ہیں۔
وزارت نے ڈی اے پی ایس ٹی کے تحت مختلف وزارتوں/محکموں کے ساتھ دستیاب فنڈز کو اکٹھا کرکے ایس ٹی کی ترقی کے لیے دو مشن پردھان منتری جن جاتی آدیواسی نیائے مہا ابھیان (پی ایم جن من) اور دھرتی آبا جن جاتیہ گرام اتکرش ابھیان شروع کیے ہیں ۔
پی ایم جن من: حکومت نے 18 ریاستوں اور ایک مرکز کے زیر انتظام علاقے میں رہنے والی 75 پی وی ٹی جی برادریوں کی سماجی و اقتصادی ترقی کے لیے پردھان منتری جن جاتی آدیواسی نیائے مہا ابھیان (پی ایم جن من) کا آغاز کیا۔ اس مشن کا مقصد بنیادی سہولیات جیسے محفوظ رہائش، پینے کا صاف پانی اور تعلیم تک بہتر رسائی، صحت اور غذائیت، سڑک اور ٹیلی مواصلاتی رابطے، بجلی سے محروم گھرانوں کو بجلی فراہم کرنا اور 3 برسوں میں پائیدار معاش کے مواقع فراہم کرنا ہے۔ ان مقاصد کو 11 اقدامات کے ذریعے پورا کرنے کا منصوبہ بنایا گیا ہے جن میں ہاسٹل اور موبائل میڈیکل یونٹس(ایم ایم یو) شامل ہیں جو 9 متعقلہ وزارتوں کے ذریعے نافذ کیے گئے ہیں۔ پی ایم جن من کا کل بجٹ 24,104 کروڑ روپے (مرکزی حصہ: 15336 کروڑ اور ریاست کا حصہ: 8768 کروڑ) ہے ۔
دھرتی آبا جن جاتیہ گرام اتکرش ابھیان (ڈی اےجے جی یو اے) : وزیر اعظم نے 2 اکتوبر 2024 کو دھرتی آبا جن جاتیہ گرام اتکرش ابھیان (ڈی اے جے جی یو اے) کا آغاز کیاتھا۔اس ابھیان میں 17 متعلقہ وزارتوں کے ذریعے نافذ کردہ 25 اقدامات شامل ہیں اور اس کا مقصد 63,843 گاؤں میں بنیادی ڈھانچے کے فرق کو دور کرنا، صحت، تعلیم، آنگن واڑی سہولیات تک رسائی کو بہتر بنانا اور روزی روٹی کے مواقع فراہم کرنا وغیرہ ہے۔اس ابھیان سے 30ریاستوں/مرکز کے زیر انتظام علاقوں کے 549 اضلاع اور 2,911 بلاکس میں 5 کروڑ سے زیادہ درج فہرست قبائل کے لوگوں کو 5 برسوں تک فائدہ پہنچانےکا ہدف ہے۔ ابھیان کا کل بجٹ 79,156 کروڑ روپے (مرکزی حصہ: 56,333 کروڑ اور ریاست کا حصہ: 22,823 کروڑ) ہے۔
