MoS Information and Broadcasting Dr. L. Murugan Outlines India Cine Hub Integration and Regional Growth Strategy in Lok Sabha

In a detailed response to the Lok Sabha, the Minister of State for Information and Broadcasting, Dr. L. Murugan, highlighted the Government’s proactive measures to transform India into a global filming powerhouse. Addressing an unstarred question by Chhattisgarh MP Shri Brijmohan Agrawal, the Ministry confirmed that the Film Facilitation Office (FFO) has been evolved into the India Cine Hub (ICH) to serve as a streamlined, single-window gateway for the industry.

The India Cine Hub, operating under the National Film Development Corporation, has moved beyond a mere rebranding. Dr. L. Murugan, Minister of State for Information and Broadcasting, informed the House that the ICH portal is currently being integrated with state-level clearance systems. This digital bridge aims to standardize application formats and align approval workflows across diverse jurisdictions. The government is actively working to onboard states like Chhattisgarh into this unified network, ensuring that filmmakers can navigate the bureaucracy of multiple regions through a single, seamless interface.

Beyond administrative ease, the Centre is pushing for a decentralized approach to industry growth. By encouraging individual States to formulate their own film policies and incentive frameworks, the government aims to attract productions to underrepresented areas. The Government encourages States to frame their own film policies, including incentive structures, to promote local participation and regional cinema. Film shootings in ecologically sensitive areas are facilitated in accordance with applicable environmental guidelines and permissions from the relevant competent authorities.

Addressing concerns regarding the environmental impact of filmmaking, the Ministry clarified that shooting in ecologically sensitive or tribal areas remains strictly governed by existing environmental norms. All projects in these zones require rigorous prior approvals from competent authorities to maintain a balance between cinematic ambition and environmental stewardship.
