Aadhaar Transforms Governance, Boosts Transparency and Direct Benefit Delivery: Shri Gulab Chand Kataria
From Welfare to GST Gains: Aadhaar Emerges as Backbone of India’s Digital Governance System

At a high-level workshop on the Aadhaar ecosystem held in Chandigarh on March 24, 2026, the Honorable Governor Punjab & Administrator Chandigarh Shri Gulab Chand Kataria described Aadhaar as a transformational pillar of modern governance that has significantly enhanced transparency, accountability, and dignity in the delivery of public services. He emphasized that the integration of Aadhaar with direct bank transfers has ensured that government benefits now reach the intended beneficiaries without intermediaries, eliminating widespread leakages that once plagued welfare schemes such as disaster relief, scholarships, and healthcare programs.
He highlighted that initiatives like One Nation One Ration Card have become possible due to Aadhaar, allowing beneficiaries to access entitlements seamlessly across the country, while also noting its broader economic impact, including improved tax compliance and a substantial rise in GST revenues from around ₹66,000 crore per month to over ₹2 lakh crore. The Governor also acknowledged persistent challenges, including biometric authentication issues among elderly citizens, delays in Aadhaar enrollment, and the need for a more citizen-friendly and inclusive administrative approach to ensure that no eligible individual is excluded from the system.
Bhuvnesh Kumar, Chief Executive Officer of Unique Identification Authority of India, addressed the gathering and highlighted key developments in the Aadhaar ecosystem. He spoke about the newly launched Aadhaar application and emphasized the importance of the overseas Aadhaar registration initiative in extending services to Indian residents abroad. He further elaborated on how Aadhaar has positively transformed lives by enabling seamless access to government services, improving transparency, and strengthening digital identity across the country.
Building on this, Punjab Chief Secretary Shri KAP Sinha presented the state’s experience, stating that Aadhaar integration has made welfare and procurement systems highly robust and nearly leak-proof.
In the Public Distribution System, Aadhaar authentication has streamlined beneficiary identification, filtered out ineligible recipients, and created space for genuine beneficiaries, supported by innovations such as face authentication to assist individuals facing difficulties with fingerprint recognition, especially manual laborers. Additionally, the integration of Aadhaar with birth and death registries has enabled automatic updating of beneficiary databases, further reduced leakages and improved accuracy across schemes. The Chief Secretary also pointed out ongoing challenges, including dynamic data management for young children and monitoring potential misuse in cases involving overseas citizens or dual documentation.
Both dignitaries reiterated their commitment to leveraging Aadhaar as a cornerstone of digital governance, focusing on continuous improvement, technological innovation, and inclusive implementation to ensure that benefits are delivered efficiently, transparently, and exclusively to rightful beneficiaries.
