Central Transfers have increased substantially

  • Tax Devolution:
    • Rs 89,855.80 crore budgeted for Maharashtra in FY 2026-27 (BE).
  • Grants-in-aid:
    • Rs 50,511 crore has been budgeted for Maharashtra for 2025-26 (BE).

Special Assistance to States for Capital Expenditure

Metro:

  • Metro services operationalized in Mumbai, Nagpur, and Pune
  • October 2025: The Prime Minister inaugurated Phase 2B of Mumbai Metro Line-3 (Aqua Line), spanning Acharya Atre Chowk to Cuffe Parade, constructed at an estimated cost of ~₹12,200 crore.
    • With this inauguration, the Prime Minister dedicated the entire Mumbai Metro Line-3 to the nation, completed at a total project cost of over ₹37,270 crore.
  • On August 16, 2024, GOI approved metro projects in Pune, Thane, and Bengaluru (total cost ₹30,766 crore) to strengthen public transport and reduce travel time.
    • will span 5.46 km; estimated cost of the project is Rs.2,954.53 crore (funding to be equally between Central and State Government).
    • Thane integral Ring Metro Rail Project will span 29 km along the periphery of west side of Thane city with 22 Stations; estimated cost of Rs.12,200.10 crore (equal equity from Central and State Governments).

Airways:

  • PM inaugurated the Navi Mumbai International Airport in 2025.

  • New Terminal Buildings of Pune and Kolhapur airports inaugurated by PM Modi on 11th March 2024
  • On 9th October 2024, PM Modi laid foundation stone for:
    • Upgradation of Dr. Babasaheb Ambedkar International Airport, Nagpur with a total estimated project cost of around Rs 7000 crore
    • New Integrated Terminal Building at Shirdi Airport worth over Rs 645 crore.
  • Nashik and Pune airports covered under Krishi Udan Scheme (to assist farmers in transporting agricultural products).

Roadways:

  • Over 18,462 km national highways constructed in Maharashtra as of 30.06.2025.
  • Development of 3,029 km of National Highway Corridors with tentative total capital cost of over Rs 1 lakh crore approved in Maharashtra under Phase I of Bharatmala Pariyojana.

Tourism:

  • Around Rs 53 crore sanctioned for development of Trimbakeshwar under PRASHAD scheme.
  • Over Rs 73 crore sanctioned for development of theme-based circuits under Swadesh Darshan Scheme.

Digital Mobility & Integrated Urban Transport

  • Oct 2025: The Prime Minister launched “Mumbai One”, an Integrated Common Mobility App covering 11 public transport operators (PTOs) across the Mumbai Metropolitan Region.
    • The platform enables seamless, multimodal travel integration across metro, monorail, suburban railways, and bus services, enhancing commuter convenience and last-mile connectivity.

      • Mumbai Metro Line 3 (Aqua Line)

Other:

  • On 6th December 2024, GOI approved setting up of 28 new Navodaya Vidyalayas in the uncovered districts, including in Thane district of Maharashtra; and 85 new Kendriya Vidyalayas (KVs) under civil/defence sector across the country including 3 in Akola, Pune and Ratnagiri districts of Maharashtra.
  • On 5th October 2024, PM Modi inaugurate and lay the foundation stone for various development projects worth over Rs 32,800 crore at Thane, including
    • inaugurating the BKC to Aarey JVLR section of Mumbai Metro Line - 3 worth around Rs 14,120 crore.
    • Laid the foundation stone of Thane Integral Ring Metro Rail Project to be constructed at the cost of around Rs 12,200 crore.
    • Laid the foundation stone of Elevated Eastern Freeway Extension from Chheda Nagar to Anand Nagar, Thane worth around Rs 3,310 crore.
    • laid the foundation stone of Phase-1 of Navi Mumbai Airport Influence Notified Area (NAINA) project worth around Rs 2,550 crore.
    • Laid the foundation stone of Thane Municipal Corporation to be constructed at a cost of around Rs 700 crore.
  • 28th September 2024: PM Modi laid foundation stone and inaugurated projects in Maharashtra worth over Rs. 11,200 crores, including:
    • Inaugurated Pune Metro section of District Court to Swargate.
    • Laid foundation stone for Swargate-Katraj Extension of Pune Metro Phase-1.
    • Inaugurated 7,855-acre Bidkin Industrial Area, developed under the National Industrial Corridor Development Programme (NICDP) as part of the Delhi-Mumbai Industrial Corridor. 
    • Inaugurated the Solapur Airport.
  • On 20th September 2024, PM Modi laid foundation stone for PM Mega Integrated Textile Regions and Apparel (PM MITRA) Park at Amravati, Maharashtra.
  • On 28th August 2024 - GOI approved 12 new project proposals under the National Industrial Corridor Development Programme (NICDP) with an estimated investment of Rs. 28,602 crore, including Dighi in Maharashtra.
  • On 13th July 2024, PM Modi laid the foundation stone and dedicated to nation multiple projects worth more than ₹ 29,400 crores in Mumbai, Maharashtra
    • Laid foundation stone for Thane Borivali Twin Tunnel Project (worth Rs 16,600 crores) and Tunnel Work at Goregaon Mulund Link Road Project (worth over Rs 6300 crores)
    • Foundation stone for Kalyan Yard Remodelling and Gati Shakti MultiModal Cargo Terminal at Navi Mumbai
    • Dedicates to nation new platforms at Lokmanya Tilak Terminus and extension of platforms 10 and 11 at Chhatrapati Shivaji Maharaj Terminus Station.
  • On 19th June 2024, GOI approved setting up a Major Port at Vadhavan near Dahanu in Maharastra.
  • On 28 Feb 2024, PM Modi inaugurated and dedicated multiple development projects related to rail, road and irrigation worth over Rs 4,900 crores in Yavatmal, Maharashtra.
    • Dedicated irrigation projects benefiting the Marathwada and Vidarbha regions worth over Rs 2750 crore
    • Inaugurated multiple rail projects worth more than Rs. 1300 crore; and flagged off 2 train services
    • Dedicated several road infrastructure projects.
  • In 19 Jan 2024, PM Modi laid foundation stone for 8 AMRUT projects worth around Rs. 2,000 crores in Solapur, Maharashtra.
  • On 12 Jan 2024, PM Modi inaugurated, dedicated and laid the foundation stone of multiple development projects worth more than Rs. 30,500 crore in Maharashtra
    • Inaugurated Atal Setu (India’s longest sea bridge), built at a cost of about Rs 17,840 crore. Foundation stone was laid by PM Modi in 2016.
    • dedicate and laid the foundation stone of multiple development projects worth more than Rs 12,700 crore in Navi Mumbai.
    • Laid foundation stone for 9.2 Km underground road tunnel connecting Eastern Freeway's Orange Gate to Marine Drive (worth over Rs 8,700 crore)
    • Dedicated Phase 1 of Surya regional bulk drinking water project (worth over Rs 1975 crore)
    • Dedicated railway projects worth over Rs 2000 crore, and flagged off inaugural run of the EMU train from Uran railway station to Kharkopar.
    • Inaugurated 'Bharat Ratnam' Mega Common Facilitation Centre for Gems and Jewellery sector and New Enterprises & Services Tower (NEST)- 01 at SEEPZ- SEZ
  • In Oct 2023, PM Modi PM inaugurated, dedicated and laid the foundation stone of multiple development projects relating to health, rail, road and oil and gas.worth about Rs 7500 crore in Maharashtra.
    •  He also inaugurated the left bank canal network of the Nilwande Dam (first conceived in 1970), which will benefit 182 villages from 7 Tehsils
  • In Dec 2022, PM Modi laid foundation stone and dedicated projects worth Rs. 75,000 crores in Maharashtra
    • dedicated AIIMS Nagpur which was developed at a cost of more than Rs 1575 crore and whose foundation stone laid by the PM in July 2017.
    • Dedicated Nagpur Metro Phase I and laid foundation stone of ‘Nagpur Metro phase- II’
    • Inaugurated Phase 1 of Samruddhi Mahamarg (or Nagpur-Mumbai Super Communication Expressway project), being built at an cost of about Rs 55,000 crore.
    • Flagged off Nagpur-Bilaspur Vande Bharat Express; laid the foundation stone for redevelopment of Nagpur Railway Station and Ajni Railway Station; and dedicated rail projects
    • Laid foundation stone for National Institute of One Health (NIO), Nagpur
    • Laid foundation stone for project for pollution abatement of river Nag at Nagpur (to be operationalized at a cost of over Rs 1925 crore).
  • On 28th August 2024 - GOI approved 12 new project proposals under the National Industrial Corridor Development Programme (NICDP) with an estimated investment of Rs. 28,602 crore, including Dighi in Maharashtra.
  • On 19th June 2024, GOI approved setting up a Major Port at Vadhavan near Dahanu in Maharastra.
    • The Vadhavan Port will be developed as an all-weather Greenfield deep draft major port with a total project cost (including cost of land acquisition) estimated at Rs.76,220 Crore.
  • 8 cities in Maharashtra selected under Smart Cities Mission: Aurangabad, Kalyan-Dombivali, Nagpur, Nashik, Pimpri- Chinchwad, Pune, Solapur, Thane.

  • PM Ujjwala Yojana: 52.1 lakh+ LPG connections released
  • Jan Aushadhi: Over 711 Jan Aushadhi Kendras have been operationalized
  • Ayushman Cards: 3.83 crore+ Ayushman cards created
  • PM Garib Kalyan Anna Yojana: 7 crore+ beneficiaries
  • PM KISAN: 92 lakh+ farmers supported
