Government of India launched the Swachh Bharat Mission-Urban (SBM-U) on October 2, 2014 with the objective of making urban areas of the country Open Defecation Free (ODF) and for scientific processing of Municipal Solid Waste (MSW) generated in the urban areas of the country including State of Maharashtra, Madhya Pradesh and Union Territory of Dadra and Nagar Haveli. To carry forward the progress made, SBM-U 2.0 has been launched on October 1, 2021 for a period of five years with a vision of achieving Garbage Free Status for all cities through source segregation, door to door collection and scientific management of all fractions of waste including safe disposal in scientific landfills and remediation of all legacy dumpsites.

 

All ULBs of 35 States/UTs declared themselves ODF in October, 2019. This has been achieved with the construction of 63.83 lakh Individual Household Latrines (IHHLs) units, which is more than mission target of 58.99 lakh (108.2%) and 6.36 lakh Community Toilet/Public Toilet (CT/PT) seats have been constructed against the mission target of 5.07 lakh (125.44%).

 

Further, as reported by States/UTs on Swachhattam portal, a total of 1,62,162 ton per day (TPD) of Municipal Solid Waste is generated in the urban areas of the country. Out of which 1,31,837 TPD is processed. i.e. against 16% waste processing in 2014, the current processing capacity has increased to 81.30% by setting up of waste processing facilities such as Material Recovery Facilities (MRFs), transfer stations, composting plants, Construction and Demolition (C&D) waste plants and waste to energy plants including waste to electricity, bio-methanation plants etc. State-wise waste processing facilities are available on website at https://sbmurban.org/swachh-bharat-mission-progess.

 

Used Water Management (UWM) is a new component under SBM-U 2.0 to holistically deal with faecal sludge & septage in cities having less than 1 lakh population as per census 2011.

 

To deal with sewerage and septage management in cities having more than 1 lakh population, Government has launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) in 500 cities on June 25, 2015. AMRUT 2.0 has been launched on 1^st October 2021 to make cities ‘self-reliant’ and ‘water secure’. AMRUT 2.0 will extend the ease of living by up-scaling universal coverage in water supply from 500 cities to all statutory towns in the country.

 

Under AMRUT, so far, 149 lakh sewer connections (including households covered through FSSM) have been provided through AMRUT & convergence and 4,843 MLD sewerage treatment plant capacity have been developed. Under Sewerage and Septage management sector of AMRUT, 36 projects worth ₹3,294.03 crore in Maharashtra, 30 projects worth ₹3,882.63 crore in Madhya Pradesh & 02 projects worth ₹21.96 crore in Dadra & Nagar Haveli and Daman & Diu (DDNH & DD) have been grounded, of which works worth ₹3234.15 crore, ₹3686.29 crore and ₹21.96 crore have been physically completed in the said States respectively.

 

         Under AMRUT 2.0, Sewerage & Septage management sector, so far 46 projects worth ₹12510.96 crore in Maharashtra, 36 projects worth ₹5432.04 crore in Madhya Pradesh & 01 project worth ₹ ₹63.47 crore in DDNH & DD have been approved. The State Water Action Plans (SWAPs) comprising of 583 sewerage/septage management projects worth ₹66,117.69 crore have been approved so far covering 157.76 lakh new/service sewer connections and development of 6,649.53 MLD sewage treatment plant capacity.

 

Under SBM-U, Central Share of funds are released to the States/UTs on the basis of demand made by States/UTs in the form of complete proposals duly approved by State Level Technical Committee (SLTC) which are further transmitted to ULBs by the concerned State/UT Govt. as per their action plan. Further Central Assistance/Grants-in-aids up to 50% of the gap funding subject to maximum of 30% of project cost approved by State High Power Committee (SHPC) are provided to States/Union Territories for setting up of Solid Waste Management plants and Used Water management plants under Swachh Bharat Mission - Urban (SBM-U).

 

Central Share (CS) assistance under SBM-U is provided to States/UTs for strengthening sanitation infrastructure, establishing of various types of MSW management plants and used water management projects etc. The details of budget provision for SBM-U and SBM-U 2.0 is given as under:

            To support the efforts of States/ULBs including Maharashtra, Madhya Pradesh and DDNH & DD to plan, design and execute the sanitation and solid waste management projects in the urban areas, Ministry of Housing & Urban Affairs (MoHUA) provides policy directions, financial and technical support by sharing Manuals/Standard of Procedures (SoPs) on Solid Waste Management and issue various Advisories & Guidelines time to time for choosing appropriate technologies to manage solid waste. The advisories/guidelines/SoPs issued by MoHUA are available to all the States/UTs at https://sbmurban.org/technical-advisories.
