SICSSL, RRU hosts International Conclave on India–Russia Bilateral Relations in the Light of 25 Years of Strategic Partnership

The School of International Cooperation, Security and Strategic Languages (SICSSL) at Rashtriya Raksha University (RRU), an Institution of National Importance under the Ministry of Home Affairs, Government of India, organized an International Conclave on “India–Russia Bilateral Relations: Emergency Preparedness and Humanitarian Cooperation” at Lavad, Gandhinagar. The conclave hosted a delegation from the Russian Ministry of Emergency Situations. The Russian delegation comprised of   Colonel Smygalin Sergey Nikolaevich, Head, Training Organization Department, Main Fire Department; Colonel of Internal Service,  Colonel Valman Andrey Andreevich, Head, Mountaineering and Parachute Training Department, Colonel Rizhenko Lilia Mansurovna, Head, Senior Inspector, Department of Planning and Support of International Activities; Colonel of Internal Service,  Captain Kirillova Olga Leonidovna, Senior Inspector, Department of Organization of Medical and Psychological Support and Izmailova Zulfiya Rashitovna, Senior Inspector, Chief Specialist-Expert, Department of Coordination of Territorial Bodies, Department of Information Policy. It was organized with the support of the Rossotrudnichestvo Representative Office in India. The event was organized in the light of the 25th anniversary of the India–Russia Strategic Partnership, marking a key milestone in the timetested and “Special and Privileged Strategic Partnership” between the two countries.

The inaugural session featured an address by Dr. Aparna Varma, Director, SICSSL, who highlighted the significance of India–Russia cooperation in the domains of security, emergency response and humanitarian assistance, especially amid evolving global challenges. She underlined that the conclave reflects RRU’s commitment to fostering academic and policy dialogues that strengthen India’s strategic partnerships and contribute to national and regional security.

Prof. (Dr.) Kalpesh H. Wandra, ProViceChancellor, RRU, delivered the keynote address, emphasizing that India–Russia relations have consistently adapted to new realities while retaining their strategic depth, particularly in defense, energy security, science and technology, and peopletopeople exchanges. He mentioned RRU’s participation in the latest BRICS Universities Rector Forum held in Kazan, Russia on October 17-18, 2024. He noted that cooperation in emergency preparedness and humanitarian assistance opens new avenues for joint capacitybuilding, training and institutional collaboration between Indian and Russian stakeholders.

The interaction with School Directors familiarized the visiting delegation with RRU’s multidisciplinary ecosystem and its mission to build a cadre of professionals in the broader security domain. The conclave included thematic deliberations and interactions with experts and delegates focusing on best practices, frameworks and cooperative mechanisms for emergency preparedness, crisis response and humanitarian cooperation between India and Russia. The discussions also drew on the broader trajectory of 25 years of strategic partnership, underlining continuity of trust and expanding cooperation in multilateral forums such as the UN, BRICS and SCO.

The event was attended by school directors, faculty members, students, and officers from Indian army and Airforce, who actively engaged with the delegation on areas of mutual interest. The conclave ended with a cultural event.
