Pensioners informed about nationwide Digital Life Certificate (DLC) Campaign in Dehradun
- Officials assisted pensioners in generating their DLCs through Face Authentication
• During DLC 3.0 (2024), over 16.2 million DLCs were collected, of which 5 million were generated through face authentication.
• The target of 20 million DLCs is expected to be achieved in the current DLC 4.0 (2025).

The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, is organising the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November 2025 under the Government’s vision of Digital Empowerment of Pensioners. The Campaign adopts a Saturation Approach, covering more than 2,000 cities and towns across the country to facilitate pensioners in submission of their life certificates through multiple digital modes.

As part of the campaign, Ms. Divya A.B, Director visited the DLC Camps at Dehradun, Uttarakhand on 20th November, 2025 and interacted with pensioners availing digital services. The officers of Union Bank of India, State Bank of India and India Post Payment Bank, assisted pensioners in generating their DLCs through Face Authentication and educated them on the process. Camps were held at branch offices and Head Post office with home visits also of some Super Senior and invalid Pensioners.

As part of the nationwide DLC campaign to simplify the pension process for senior citizens, Director Ms. Divya A.B. will visit three DLC camps in Tehri Garhwal, Uttarakhand, on November 21, 2025, to review the arrangements and interact with pensioners availing DLC services through face authentication and doorstep service. To ensure smooth functioning of the camps, the Chamba-based main office will review the coordination between State Bank of India, Union Bank of India, India Post Payments Bank (DOP), UIDAI, NIC, and local Pensioners Welfare Associations.
This campaign will bring together all key stakeholders, including banks, India Post Payments Bank, UIDAI, MeitY, NIC, CGDA, Railways, and Pensioners Welfare Associations, to work together to digitally engage pensioners. The NIC DLC portal provides real-time monitoring of generation of Digital Life Certificates by various entities. The Department of Pension is committed to ensuring digital empowerment and making life convenient for pensioners through continuous reforms and technology-driven initiatives like the Digital Life Certificate Campaign.
The Department continues to promote the use of Aadhaar-based Face Authentication technology introduced in 2021, enabling pensioners to submit their life certificates from the comfort of home using a smartphone. India Post Payments Bank (Department of Posts) provided doorstep DLC services to super-senior and differently-abled pensioners, while Banks, Pensioners’ Associations and field offices conducted awareness camps and provided on-site assistance.
During DLC 3.0 (2024), over 1.62 crore DLCs were generated, including 50 lakh through Face Authentication. In the ongoing DLC 4.0 (2025), preliminary reports indicate record-level participation, with the target of 2 crore DLCs expected to be achieved through combined efforts of Banks, IPPB, UIDAI, MeitY, CGDA, Railways and Pensioners’ Welfare Associations.

The campaign is receiving enthusiastic response and wide local participation with the help of local Press and extensive coverage through Doordarshan, All India Radio, digital media, electronic media and newspapers, reinforcing awareness on digital life certificate submission. Daily progress is being tracked through the NIC DLC Portal, enabling real-time monitoring of generation statistics by Banks and Departments.The Department reiterates its commitment to ease of living and digital empowerment of pensioners through sustained technology-driven reforms such as the Digital Life Certificate Campaign.
