Advanced Digital Forensics and Incident Response Training for Maldives Police Service

The Rashtriya Raksha University (RRU), in collaboration with the Maldives Police Service (MPS) and the National College of Policing and Law Enforcement (NCPLE), Maldives, concluded a specialized training program on Advanced Digital Forensics and Incident Response (DFIR). This collaboration stemmed from a Memorandum of Understanding (MoU) previously signed between RRU and NCPLE on October 7, 2024, in the presence of Shri Narendra Modi, Hon’ble Prime Minister of India, and Mr. Mohamed Muizzu, Hon’ble President of Maldives. The “Digital Investigations and Cyber Response Operations" program, held from November 15 to November 20, 2025, at the Maldives Police Service facilities in the Maldives, was a vital initiative designed to enhance the skills of 27 mid- to senior-level officers from the Maldives Police Service, the National College of Policing and Law Enforcement, and various security and cyber units actively involved in digital investigations and cyber response operations. This collaboration reaffirms RRU’s commitment to advancing global partnerships in police training and strategic security studies.
The inauguration ceremony, held on November 15, 2025, was graced by the esteemed presence of Mr. Ajay Virendrabhai Rajgor, Assistant Registrar, Examination, RRU; Dr. Ravi Sheth, Senior Assistant Professor (IT), School of Information Technology, Artificial Intelligence and Cyber Security (SITAICS), RRU; and Mr. Vivek Joshi, Assistant Professor, SITAICS, and Assistant Director, Training, RRU. This collaborative effort underscored the commitment of all involved institutions to strengthen cybersecurity and digital investigation expertise within the Maldivian law enforcement framework. The training was designed to equip participants with cutting-edge knowledge and practical skills necessary to effectively address the evolving challenges of cybercrime and digital evidence analysis.

This comprehensive training was meticulously designed to strengthen the investigative and analytical expertise of law enforcement and cyber investigation professionals within both the Maldives Police Service (MPS) and the National College of Policing and Law Enforcement (NCPLE). Expert faculty from Rashtriya Raksha University (RRU), India, delivered the program, which had equipped participants with the latest tools, methodologies, and frameworks essential for effectively handling complex cyber incidents and digital evidence. This collaboration underscored a shared commitment to enhancing regional cybersecurity and combating cybercrime through advanced skill development and international cooperation. The training was focused on real-world case studies, practical demonstrations, and hands-on exercises to enhance operational readiness in cybercrime investigations.
The curriculum for this crucial training encompassed a comprehensive range of topics essential for modern cybercrime fighting. Participants received in-depth instruction in
- Core DFIR Methodology, Evidence Management, and Acquisition, ensuring a foundational understanding of best practices in digital evidence handling.
- Further modules delved into the intricacies of Operating System and File System Forensics, equipping officers with the skills to analyze digital artifacts from various computing environments.
- The program also covered Memory Forensics and Malware Persistence, crucial for identifying and understanding sophisticated cyber threats.
- Additionally, officers were also trained in Network Forensics and Log Analysis, vital for tracing cyberattacks and understanding network-level intrusions.
- Finally, the training addressed Enterprise-Scale and Cloud Incident Response, preparing participants to manage and mitigate cyber incidents across complex organizational structures and cloud environments.
The comprehensive training aimed to equip participants with critical skills and knowledge essential for tackling the evolving landscape of cybercrime. By the conclusion of the program, participants are expected to achieve several key learning outcomes:
- Understand and apply the Core DFIR Methodology for effective digital investigations. This includes a systematic approach to identifying, preserving, analyzing, and presenting digital evidence.
- Implement best practices in Evidence Management and Acquisition, ensuring integrity and admissibility in court. This crucial aspect covers techniques for forensically sound data collection and handling to maintain the chain of custody.
- Analyze Operating Systems and File Systems to uncover critical artifacts and digital traces. Participants will gain expertise in examining various operating systems and file structures to extract vital information relevant to investigations.
- Conduct Memory Forensics and identify Malware Persistence Techniques used by adversaries. This advanced module will delve into analyzing volatile memory for evidence of malicious activity and understanding how malware maintains its presence on compromised systems.
- Perform Network Forensics and Log Analysis to detect and reconstruct cyberattacks, providing crucial insights into the origins and methods of digital intrusions.
- Develop strategies for Enterprise-Scale and Cloud Incident Response to mitigate threats in modern digital environments, addressing the evolving challenges posed by cloud computing and large organizational networks.

This collaborative effort underscores the commitment of Rashtriya Raksha University, the Maldives Police Service, and the National College of Policing and Law Enforcement to strengthen cybersecurity capabilities and foster international cooperation in the fight against digital threats.
On the third day of the training program, i.e., on 18 November 2025, Team RRU had a constructive meeting with H.E. High Commissioner of India to the Maldives, Shri G. Balasubramanian, accompanied by Shri Kumar Gaurav, Deputy High Commissioner, and other officials of the High Commission in Malé. H.E. the High Commissioner, while conveying his warm regards to Prof. (Dr.) Bimal N. Patel, Hon’ble Vice-Chancellor, engaged extensively with the team on forthcoming priorities and potential avenues of collaboration between NCPLE, MPS, and RRU. He also expressed his appreciation for RRU’s ongoing training initiatives and acknowledged their substantive contribution to the capacity-building efforts of the Maldives Police Service.
