The Department of Pension and Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India, is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November 2025 for Central Government pensioners.

Through this fourth edition of the DLC campaign, a saturation-based approach has been adopted to cover more than 2,000 cities and towns across the country. The objective is to enable pensioners to conveniently submit their Life Certificates through multiple digital modes.
As part of this initiative, a special event was organized in Almora on Tuesday. During the campaign, pensioners were informed about the Aadhaar-based Face Authentication technology, launched in 2021, which allows them to submit their Life Certificates easily from the comfort of their homes using a smartphone. Additionally, doorstep DLC services were provided to senior and elderly pensioners.

The India Post Payments Bank (IPPB), Department of Posts, at Mall Road, Almora, extended doorstep DLC services to very senior citizens and differently-abled pensioners. Meanwhile, various SBI branches, pensioners’ associations, and regional offices across Almora district organized awareness camps and provided on-site assistance.
During the campaign, Shri Lalta Prasad Pal, Consultant, Department of Pension and Pensioners’ Welfare, Government of India, visited the camps held at the Head Post Office, Mall Road, Almora, and at the SBI branches in Ranikhet, Dwarahat, Chaukhutia, and Someshwar. He interacted with the participants about the benefits of digital services. Department officials, along with representatives from IPPB and the State Bank of India, assisted pensioners in submitting their Life Certificates using the Face Authentication technology and guided them through the process.
In DLC Campaign 3.0 (2024), over 1.62 crore Digital Life Certificates were generated, including 50 lakh through Face Authentication. Initial reports from DLC Campaign 4.0 indicate that, through the combined efforts of banks, IPPB, UIDAI, MeitY, CGDA, Railways, and pensioners’ welfare associations, this year’s target of generating 2 crore DLCs is expected to be achieved.

The Department remains committed to making the lives of pensioners more comfortable and to promoting their digital empowerment through innovative, technology-driven initiatives like the Digital Life Certificate campaign.
